【摘要】：內(nèi)地社會工作的發(fā)展,多依托于政府的支持,忽視了社會工作自身專業(yè)社群組織的重要性。專業(yè)社群是由從事相同職業(yè)的人,出于共同的職業(yè)需求,而發(fā)起建立的專業(yè)化組織。相對于已有的社會工作研究內(nèi)容與視角,公會研究在內(nèi)地學(xué)術(shù)界相對不足。公會是一種職業(yè)團體,必須是同行業(yè)專門技術(shù)人員所組成的團體;協(xié)會是為達到某種目的而建立的團體,但成員不限定為同業(yè)者,專業(yè)化程度遠低于公會。介于以上名詞釋義,在我國內(nèi)地尚沒有真正意義上的社會工作專業(yè)化社群組織。本選題在回顧臺灣社會工作專業(yè)化發(fā)展的基礎(chǔ)上,選取對臺灣社會工作專業(yè)化影響最深的——臺灣社會工作師公會聯(lián)合會這一專業(yè)社群組織作為切入點。通過文獻回顧、參與式觀察等方法進行資料的收集與分析,研究臺灣社會工作師公會聯(lián)合會在促進臺灣社會工作相關(guān)立法、規(guī)范社會工作師職業(yè)資格取得及維護社會工作者與案主權(quán)益等方面發(fā)揮的專業(yè)化作用。目前,內(nèi)地社會工作專業(yè)社群的發(fā)展,多以社會工作協(xié)會的組織形式出現(xiàn)。筆者在總結(jié)和反思臺灣社會工作師公會聯(lián)合會發(fā)展經(jīng)驗的基礎(chǔ)上,對內(nèi)地社會工作發(fā)展所處場域進行分析,以探討適合內(nèi)地社會工作協(xié)會的專業(yè)化發(fā)展路徑。
[Abstract]:The development of social work in the mainland depends on the support of the government and neglects the importance of the professional community organization of social work itself. A professional community is a professional organization founded by people in the same profession, out of common professional needs. Compared with the existing social work research content and perspective, guild research in mainland academia is relatively inadequate. A guild is a professional body that must be composed of specialized technicians of the same trade; an association is a body established to achieve a certain purpose, but its members are not limited to the same profession and are much less specialized than the guild. In the definition of the above terms, there is no real social work professional community organization in the mainland of China. On the basis of reviewing the development of social work specialization in Taiwan, this paper selects the professional community organization, the Association of Social Workers Association of Taiwan, which has the most influence on the specialization of social work in Taiwan. Through literature review, participatory observation and other methods of data collection and analysis, this paper studies the role of the Taiwan Association of Social Workers in promoting relevant legislation on social work in Taiwan. Standardizing the professional role of social workers in obtaining and safeguarding the rights and interests of social workers and case owners. At present, the development of social work professional community in the mainland appears in the form of social work association. On the basis of summing up and reflecting on the development experience of Taiwan Association of Social Workers, the author analyzes the development field of social work in the mainland in order to explore the path of professional development suitable for the mainland Social work Association.
