【摘要】：無論是新聞傳播學(xué)界,還是政界和企業(yè)界,都存在著不能準(zhǔn)確把握和使用輿情概念的情況:一是將輿情與輿論混為一談;二是視輿情為"輿論情況"的簡稱。輿情和輿論,關(guān)系密切,有諸多共同和共通之處;但也存在著一些不容忽視的區(qū)別。輿情即民意,不是"輿論情況"的簡稱。在學(xué)術(shù)研究和論文寫作中,正確使用輿論概念和輿情概念,會呈現(xiàn)如下三種情況——第一種情況:兩概念可以也必須同時使用;第二種情況:僅能使用輿論概念;第三種情況:僅能使用輿情概念。在涉及公眾(網(wǎng)民)的意見未公開表達的情況時,特別是公眾通過某些特殊的方式直接表現(xiàn)或間接表現(xiàn)自己的情緒時,則須使用輿情概念。對某些博主發(fā)的博文(包括微博)、論壇上的帖子、他人發(fā)的微信,進行不露聲色的點擊、轉(zhuǎn)發(fā),甚至只是進行圍觀(而參與圍觀的人數(shù)眾多),這時,顯然并不構(gòu)成輿論和輿論現(xiàn)象,但是已經(jīng)成為輿情了。
[Abstract]:The concept of public opinion can not be accurately grasped and used in the field of journalism and communication, as well as in the political and business circles: first, the concept of public opinion is confused with that of public opinion; second, public opinion is regarded as the abbreviation of "the situation of public opinion". The relationship between public opinion and public opinion is close, there are many common points, but there are some differences that can not be ignored. Public opinion is public opinion, not the abbreviation of "public opinion situation". In academic research and paper writing, the correct use of the concept of public opinion and the concept of public opinion will present the following three situations: the first case: the two concepts can and must be used at the same time, the second case: can only use the concept of public opinion; The third case: the concept of public opinion can only be used. The concept of public opinion should be used when the opinions of the public (Internet users) are not publicly expressed, especially when the public expresses their emotions directly or indirectly in some special ways. Some bloggers (including Weibo posts, posts on forums, WeChat messages from others) are quietly clicked on, retweeted, or even just watched. Obviously does not constitute the public opinion and the public opinion phenomenon, but already became the public opinion.
