【摘要】：本文認(rèn)為學(xué)術(shù)評(píng)價(jià)和激勵(lì)機(jī)制是社會(huì)科學(xué)管理不可或缺的中心環(huán)節(jié)。當(dāng)前社會(huì)科學(xué)評(píng)價(jià)與激勵(lì)機(jī)制方面主要存在七個(gè)方面的矛盾和問(wèn)題,亟待研究和解決。中國(guó)社會(huì)科學(xué)院實(shí)施的哲學(xué)社會(huì)科學(xué)創(chuàng)新工程是社會(huì)科學(xué)管理體制機(jī)制的一次重大改革創(chuàng)新,在學(xué)術(shù)評(píng)價(jià)和激勵(lì)機(jī)制方面進(jìn)行了七個(gè)方面的大膽探索:針對(duì)不同評(píng)價(jià)對(duì)象制定了不同的評(píng)價(jià)標(biāo)準(zhǔn);將學(xué)術(shù)評(píng)價(jià)貫穿于項(xiàng)目研究的全過(guò)程;實(shí)行年度科研經(jīng)費(fèi)總額撥付,擴(kuò)大研究單位科研自主權(quán);針對(duì)社會(huì)科學(xué)研究特點(diǎn)實(shí)行"智力報(bào)償"的激勵(lì)辦法;在課題資助之外實(shí)施針對(duì)學(xué)者個(gè)人的資助制度;加大后期資助力度,實(shí)施學(xué)術(shù)出版資助;在資助對(duì)象上嘗試打破身份的界限。
[Abstract]:This paper holds that academic evaluation and incentive mechanism are the indispensable central links of social science management. At present, there are seven contradictions and problems in social science evaluation and incentive mechanism, which need to be studied and solved urgently. The philosophy and social science innovation project implemented by the Chinese Academy of Social Sciences is a major reform and innovation of the social science management system and mechanism. In the aspect of academic evaluation and incentive mechanism, seven aspects of bold exploration have been carried out: different evaluation criteria have been formulated for different evaluation objects; academic evaluation has been run through the whole process of project research; the total amount of annual scientific research funds has been allocated. To expand the research autonomy of research units; to implement the incentive method of "intellectual reward" according to the characteristics of social science research; to implement the financial aid system for the individual scholars in addition to the project support; to increase the funding in the later stage and to implement the financial aid for academic publishing; Try to break the boundaries of identity on the funding target.
