【摘要】：對民族地區(qū)村莊的治理研究是研究民族地區(qū)社會發(fā)展的重要而關(guān)鍵的議題。民族地區(qū)村莊治理的狀況不僅直接關(guān)系著生活在其中少數(shù)民族群體的命運,而且關(guān)系著國家在少數(shù)民族地區(qū)治理的成敗,影響著少數(shù)民族地區(qū)的安定團結(jié)和民族國家現(xiàn)代化的前景。 對于藏族村莊的治理研究處于起步階段。筆者采取人類學(xué)的田野調(diào)查法,對一個藏族村莊的治理狀況進行解剖麻雀式的微觀分析。在研究的過程中,筆者發(fā)現(xiàn),黃金溝村有一個由內(nèi)而外逐漸減弱的權(quán)力結(jié)構(gòu)圈,當然第五圈(外部力量)是個例外。最核心的圈子是村支書,第二圈是包括村主任在內(nèi)的支委成員,第三圈是村委委員、黨員、村民代表,第四圈是村民,其實不是指的全體村民,只是那些對村莊有影響力的精英分子。第五圈,即最外圍的圈子,包括主導(dǎo)村莊發(fā)展的黨和政府,影響村民精神領(lǐng)域的藏傳佛教,以及走出村莊但仍然關(guān)心村莊發(fā)展的精英群體。黃金溝村在治理過程最重要的主體就是政府。政府主導(dǎo)了村莊的命運,掌控并決定了村莊治理的權(quán)力,形成了政府主導(dǎo)型村莊治理模式。
[Abstract]:The study on the governance of villages in minority areas is an important and key issue in the study of social development in minority areas.The situation of village governance in ethnic areas is not only directly related to the fate of the ethnic groups living in it, but also to the success or failure of the governance of the state in the minority areas.It affects the stability and unity of minority areas and the prospect of national modernization.The study of Tibetan village governance is in its infancy.By using the anthropological field investigation, the author analyzes the governance of a Tibetan village in the form of a sparrow.In the course of the study, the author finds that there is a power structure circle which weakens gradually from inside to outside in Jingou village, except for the fifth circle (external force).The most central circle is the village branch, the second is the branch committee member, including the village director, the third is the village committee member, the party member, the villagers' representative, the fourth is the villagers, in fact, it is not all the villagers.Only the elites who have influence on the village.The fifth circle, the outermost circle, includes the party and government that dominate the development of the village, Tibetan Buddhism, which influences the spiritual field of the villagers, and the elite group who go out of the village but still care about the development of the village.Jingou Village in the governance process of the most important main body is the government.The government dominates the destiny of villages, controls and determines the power of village governance, and forms the mode of government-led village governance.
