【摘要】：中國城市正經(jīng)歷著社會、經(jīng)濟和制度的轉(zhuǎn)型,城市社會空間也由于社會階層分化、居住空間分異等現(xiàn)象而進入重構(gòu)階段,社區(qū)規(guī)劃越來越受到重視。但是社區(qū)體系規(guī)劃從理論上正在探討,在實踐中尚未實施。在此背景下,如何在城市社會經(jīng)濟可持續(xù)發(fā)展的基礎(chǔ)上提高城市居民的生活空間質(zhì)量,體現(xiàn)社會公正,是地理學(xué)、社會學(xué)、城市規(guī)劃等學(xué)科關(guān)注的焦點。 本論文從人本主義視角出發(fā),通過對國內(nèi)外社區(qū)規(guī)劃政策和社區(qū)管理的對比研究,總結(jié)社區(qū)規(guī)劃政策優(yōu)化的思路,并以西安社區(qū)案例區(qū),采用行為抽樣問卷認知方法和實地訪談的方法進行研究,并針對社區(qū)存在的問題,結(jié)合國內(nèi)外社區(qū)規(guī)劃方面的成熟經(jīng)驗,從以下兩個方面提出了促進社區(qū)規(guī)劃發(fā)展的政策措施,在此基礎(chǔ)上,結(jié)合城市城市社區(qū)體系規(guī)劃理念,預(yù)設(shè)性提出城市社區(qū)體系規(guī)劃政策的建議。 (1)在社區(qū)體系的物質(zhì)空間規(guī)劃方面,宏觀上,政府可通過宏觀調(diào)控城市交通的可達性和城市基礎(chǔ)設(shè)施來改善城市不同階層居民對社區(qū)資源的可獲性。微觀上,政府可通過規(guī)劃政策的制定調(diào)控社區(qū)的公共服務(wù)設(shè)施、公共空間設(shè)施及道路空間設(shè)施規(guī)劃來提高社區(qū)居民對社區(qū)資源的可獲性水平。 (2)在社區(qū)規(guī)劃保障體系構(gòu)建方面,提出社區(qū)規(guī)劃法制化建設(shè)、構(gòu)建“自上而下”的主導(dǎo)保障機制及“自下至上”的管治保障體制、構(gòu)建公眾參與機制和倡導(dǎo)社區(qū)規(guī)劃師制度幾個方面的內(nèi)容,促進社區(qū)規(guī)劃發(fā)展。? ?
[Abstract]:Chinese cities are undergoing the transformation of society, economy and system. The social space of cities has also entered the stage of reconstruction because of the differentiation of social stratum and the differentiation of living space. Community planning has been paid more and more attention to.However, community system planning is being discussed theoretically and has not been implemented in practice.Under this background, how to improve the living space quality of urban residents and embody social justice on the basis of sustainable development of urban social economy is the focal point of geography, sociology, urban planning and so on.In this paper, from the perspective of humanism, through the comparative study of community planning policy and community management at home and abroad, summarize the ideas of community planning policy optimization, and take Xi'an community case area,The cognitive method of behavioral sampling questionnaire and the method of field interview were used to carry out the research. According to the problems existing in the community, combined with the mature experience of community planning at home and abroad, the policy measures to promote the development of community planning were put forward from the following two aspects.On this basis, combined with the concept of urban community system planning, the presupposition of urban community system planning policy recommendations.In the aspect of physical and spatial planning of community system, the government can improve the availability of community resources by macro-control of urban transportation accessibility and urban infrastructure.On the micro level, the government can control the community public service facilities, public space facilities and road spatial facilities planning through planning policy to improve the community residents' availability of community resources.(2) in the construction of community planning guarantee system, it is proposed that community planning should be legalized, and the leading safeguard mechanism of "top-down" and the "top-down" governance security system should be constructed.How to construct the mechanism of public participation and advocate the system of community planners, and promote the development of community planning?
