【摘要】：1987年解嚴后的臺灣,社會福利服務的民營化帶動社福團體的發(fā)展與社工專業(yè)人員的投入;1997年社工師法確立了臺灣社工專業(yè)以證照作為專業(yè)化的路徑。20年證照專業(yè)化的實施固然奠定了社工專業(yè)的社會地位,但證照制度造成社工之間的階層化,瓦解專業(yè)內部的團結。更嚴重的是,社工作為勞工處在政府與機構之間的矛盾,專業(yè)證照無法有效改善社工的勞動條件。本文將先梳理福利民營化與專業(yè)證照化這兩個形塑當前臺灣社工樣貌的主要動力,指出這兩者實則是新自由主義下構成的福利規(guī)訓體制。具體以薪資回捐的現象說明社工勞動議題的困境,并提出“社工工會”做為臺灣社工專業(yè)面對民營化福利體制的對策,最后展望“社會工會主義”做為未來的發(fā)展方向。
[Abstract]:Taiwan after the lifting of martial law in 1987,The privatization of social welfare services led to the development of social welfare organizations and the investment of social workers. The 1997 Social work teacher Law established the professional path of social work in Taiwan.The social status of the social work profession,However, the licensing system has resulted in the stratification of social workers and the disintegration of the internal unity of the profession.What is more, as the Labour Department's contradictions between the Government and the organizations, professional certificates cannot effectively improve the working conditions of social workers.This paper will first comb the privatization of welfare and the professional certification, which are the main driving forces shaping the appearance of social workers in Taiwan at present, and point out that these two are actually the welfare discipline system under the neoliberalism.This paper explains the plight of social workers' labor issues by the phenomenon of salary rebate, and puts forward the countermeasures of "social workers' union" as a way for social workers in Taiwan to face the privatization welfare system, and finally looks forward to "social unionism" as the future development direction.
