【摘要】：隨著改革開放的不斷發(fā)展和社會主義市場經(jīng)濟(jì)體制的建立和完善,中國城市社會出現(xiàn)了諸如社會結(jié)構(gòu)急劇變革、單位制解體、城市流動人口增加等巨大變化。構(gòu)建和諧社會的提出使各項(xiàng)任務(wù)都需要從社區(qū)層面落實(shí),社區(qū)治理是社區(qū)建設(shè)的核心和關(guān)鍵,加強(qiáng)和完善社區(qū)治理結(jié)構(gòu)成為社區(qū)建設(shè)的重點(diǎn)任務(wù)。 我國社區(qū)治理的研究,從治理主體看,我國社區(qū)治理主體正從一元走向多元,治理方式上既不完全是政府行為,也不完全是基層群眾的自治行為,而是一個政府行為、社會管理、群眾參與自治相結(jié)合的產(chǎn)物。各個參與主體構(gòu)成了一個相互依賴的關(guān)系體系。在這個關(guān)系體系中,各個主體受各自利益的驅(qū)使,必然產(chǎn)生主體間的博弈,這是中國當(dāng)代城市社區(qū)治理的現(xiàn)實(shí)。如何在博弈中求得協(xié)調(diào)與均衡,使各主體間合作博弈是實(shí)現(xiàn)社區(qū)自治的關(guān)鍵。本文主要通過研究社區(qū)建設(shè)與我國政治經(jīng)濟(jì)體制改革和社會結(jié)構(gòu)變遷的內(nèi)在聯(lián)系,社區(qū)治理中政府、社會組織和社區(qū)三者之間的關(guān)系,最后探討一種合理的合作機(jī)制,使各主體在這樣的機(jī)制運(yùn)作中有機(jī)整合,實(shí)現(xiàn)社區(qū)善治,促進(jìn)社會和諧。 本文運(yùn)用社會互動論、社會沖突論、集體行動論等,重點(diǎn)對我國社區(qū)治理多元主體良性互動機(jī)制的構(gòu)建進(jìn)行可行性和具體操作分析。第一部分,對當(dāng)前社區(qū)治理多元主體研究中存在的概念和研究現(xiàn)狀作了界定與討論,闡釋選題背景、研究意義、分析文章涉及的理論；第二部分,通過城市社區(qū)管理的歷史背景,從縱向的角度考察了城市社區(qū)治理主體變化的歷史及現(xiàn)狀從而發(fā)現(xiàn)存在的問題；第三部分,運(yùn)用“過程——事件分析”以X小區(qū)內(nèi)發(fā)生的“圍墻被拆”事件為例,對社區(qū)治理多元主體在互動過程中存在問題的原因進(jìn)行了分析,總結(jié)護(hù)墻失敗的原因以及成功經(jīng)驗(yàn)；第四部分,嘗試探討一套政策體系,促進(jìn)并有效監(jiān)督各主體間合作的順利實(shí)現(xiàn)；最后,得出本文的結(jié)論。
[Abstract]:With the continuous development of reform and opening up and the establishment and perfection of socialist market economic system, great changes have appeared in Chinese urban society, such as the sharp transformation of social structure, the disintegration of unit system, the increase of floating population in cities, and so on.The construction of a harmonious society makes all tasks need to be carried out from the community level. Community governance is the core and key of community construction. Strengthening and perfecting the community governance structure has become the key task of community construction.The study of community governance in our country shows that the main body of community governance in our country is moving from unitary to pluralistic. In terms of governance, it is not entirely a government act, nor is it an autonomous act of the grassroots people, but a government act.The combination of social management and mass participation in autonomy.Each participant constitutes a system of interdependent relationships.In this relationship system, each subject is driven by their own interests, which inevitably leads to the game between the subjects, which is the reality of contemporary urban community governance in China.How to get the coordination and equilibrium in the game and make the cooperative game between the main bodies is the key to realize community autonomy.This article mainly through the research community construction and our country political economy system reform and the social structure vicissitude the relations between the government, the social organization and the community, finally discusses one kind of reasonable cooperation mechanism.Make the main body organically integrate in the operation of such mechanism, realize the good governance of the community and promote social harmony.Based on social interaction theory, social conflict theory, collective action theory and so on, this paper focuses on the feasibility and concrete operation analysis of the construction of benign interaction mechanism of multiple subjects of community governance in China.In the first part, the author defines and discusses the existing concepts and research status in the study of multi-subject of community governance, explains the background of the selected topic, the significance of the research, and analyzes the theory involved in the article.Through the historical background of urban community management, the history and present situation of the main body of urban community governance are investigated from the vertical angle.By using "process-event analysis" as an example, the paper analyzes the causes of the problems existing in the interactive process of multiple subjects in community governance, and summarizes the reasons for the failure of the protective wall and the successful experience.The fourth part, try to explore a set of policy system, promote and effectively supervise the smooth realization of the cooperation between the main bodies; finally, draw the conclusion of this paper.
