【摘要】：中央城鎮(zhèn)化工作會議提出六大任務(wù),其中支持中西部和東北發(fā)展被認(rèn)為是此次城鎮(zhèn)化規(guī)劃中最突出的亮點(diǎn)。會議明確,在西部和東北有條件的地區(qū),依靠市場力量和國家規(guī)劃引導(dǎo),逐步發(fā)展形成若干城市群,成為帶動中西部和東北地區(qū)發(fā)展的重要增長極。據(jù)悉,西部城鎮(zhèn)化發(fā)展規(guī)劃的主要內(nèi)容是將西部城鎮(zhèn)化發(fā)展與“新絲綢之路”建設(shè)相結(jié)合,打造西部國際經(jīng)濟(jì)合作圈,建設(shè)向西、向北開發(fā)的“橋頭堡”。新疆是絲綢之路建設(shè)核心區(qū),是聯(lián)接中亞和歐洲的紐帶,新疆南疆城鎮(zhèn)化發(fā)展滯后于北疆,其城鎮(zhèn)化建設(shè)關(guān)系到絲綢之路經(jīng)濟(jì)帶的完善與發(fā)展。因此,全面了解塔里木盆地城鎮(zhèn)化發(fā)展?fàn)顩r,既可以在“一帶一路”建設(shè)中利用地緣優(yōu)勢更好的發(fā)揮作用,又可以把握其未來城鎮(zhèn)化發(fā)展方向。關(guān)于塔里木盆地城鎮(zhèn)化發(fā)展速度與發(fā)展質(zhì)量協(xié)調(diào)性的研究仍屬空白,本文試圖用構(gòu)建指標(biāo)體系、建立評價(jià)方法等來填補(bǔ)此空白。依據(jù)信息熵法構(gòu)建指標(biāo)體系計(jì)算發(fā)現(xiàn),塔里木盆地城鎮(zhèn)化發(fā)展速度與發(fā)展質(zhì)量與國內(nèi)其他城市相比發(fā)展緩慢。但當(dāng)前的城鎮(zhèn)化速度與塔里木盆地經(jīng)濟(jì)發(fā)展、社會進(jìn)步等發(fā)展階段相適應(yīng),并未滯后,在一定程度上,城鎮(zhèn)化發(fā)展速度超前于城鎮(zhèn)化發(fā)展質(zhì)量。采用耦合協(xié)調(diào)度分析法,建立塔里木盆地城鎮(zhèn)化發(fā)展速度-質(zhì)量耦合模型,通過計(jì)算把握塔里木盆地城鎮(zhèn)化發(fā)展速度與發(fā)展質(zhì)量協(xié)調(diào)性,針對協(xié)調(diào)發(fā)展中出現(xiàn)的問題,提出協(xié)調(diào)發(fā)展對策。
[Abstract]:The Central working Conference on urbanization proposed six major tasks, among which supporting the development of the central and western regions and the northeast were considered the most prominent highlights of the urbanization plan.The meeting made it clear that in the regions with conditions in the west and northeast regions, depending on market forces and state planning guidance, a number of urban agglomerations have been gradually developed and become important growth poles to drive the development of the central, western and northeast regions.It is reported that the main content of the western urbanization development plan is to combine the urbanization development of the western region with the construction of the "New Silk Road," to create a circle of international economic cooperation in the west, and to build a "bridgehead" for westward and northward development.Xinjiang is the core area of Silk Road construction and the link between Central Asia and Europe. The urbanization development of southern Xinjiang lags behind that of northern Xinjiang. The urbanization construction of Xinjiang is related to the improvement and development of Silk Road economic belt.Therefore, an overall understanding of the development of urbanization in Tarim Basin can not only play a better role in the construction of "Belt and Road", but also grasp the direction of urbanization in the future.The research on the coordination between the development speed and the quality of urbanization in Tarim Basin is still blank. This paper tries to fill the blank by constructing the index system and establishing the evaluation method.It is found that the development speed and quality of urbanization in Tarim Basin is slower than that of other cities in China.However, the current urbanization speed is in line with the economic development and social progress of the Tarim Basin, and is not lagging behind. To a certain extent, the development speed of urbanization is ahead of the development quality of urbanization.The coupling coordination degree analysis method is used to establish the coupling model of urbanization speed and quality in Tarim Basin. By calculating and grasping the coordination between the development speed and quality of urbanization in Tarim Basin, the problems arising in the coordinated development are pointed out.Put forward the coordinated development countermeasure.
