制度變遷視野下的“失意群體”研究

【摘要】:隨著我國經(jīng)濟(jì)的不斷發(fā)展以及社會(huì)轉(zhuǎn)型步伐的加快,社會(huì)各階層不斷分化,社會(huì)的貧富差距拉大,社會(huì)資源分配的不均衡,部分群體心態(tài)失衡,不能理性分析自身受挫的原因,“失意群體”的問題凸顯出來。 2010年上半年以來我國連續(xù)發(fā)生了多起“失意群體”報(bào)復(fù)社會(huì)的極端暴力事件,這些事件不僅造成了社會(huì)的恐慌,威脅公共安全,而且還影響政權(quán)穩(wěn)定,是社會(huì)主義和諧社會(huì)建設(shè)的一個(gè)新難點(diǎn)。本文以制度變遷理論為視角,結(jié)合社會(huì)學(xué)、心理學(xué)、政治學(xué)等學(xué)科方面的知識(shí),首先分析了“失意群體”的現(xiàn)實(shí)生態(tài),后又剖析了“失意群體”的產(chǎn)生原因,這一特殊群體的出現(xiàn)制度缺陷是重要的原因,但與非制度因素也密切相關(guān),是二者綜合作用的結(jié)果。同時(shí)“失意群體”的出現(xiàn)也是社會(huì)管理體制變遷的動(dòng)力,他們的出現(xiàn)說明了現(xiàn)有的利益平衡格局已逐步失衡,我們要適應(yīng)這種需要,以調(diào)控“失意群體”為突破口,不斷進(jìn)行社會(huì)管理體制的創(chuàng)新,對(duì)相關(guān)聯(lián)的制度如社會(huì)保障制度、利益表達(dá)機(jī)制、社會(huì)流動(dòng)機(jī)制、社會(huì)宣泄機(jī)制等進(jìn)行制度的再構(gòu)建。
[Abstract]:With the continuous development of our economy and the quickening of the pace of social transformation, the social strata are constantly divided, the gap between the rich and the poor in society is widening, the distribution of social resources is not balanced, and the mentality of some groups is out of balance. Unable to rationally analyze the reasons for their frustration, the problem of "frustrated groups" is highlighted. Since the first half of 2010, there have been a number of violent incidents of "frustrated groups" retaliating against the society. These incidents not only caused social panic and threatened public security, but also affected the stability of the regime. It is a new difficulty in the construction of a harmonious socialist society. From the perspective of the theory of institutional change and the knowledge of sociology, psychology and political science, this paper first analyzes the realistic ecology of "frustrated groups". After analyzing the causes of the "frustrated group", the emergence of this special group of institutional defects is an important reason, but also closely related to non-institutional factors. At the same time, the emergence of "frustrated groups" is also the driving force of the change of social management system. Their appearance shows that the existing balance of interests has been gradually out of balance, and we should adapt to this need. In order to control "frustrated groups" as a breakthrough point, the system of social management system innovation, related systems such as social security system, interest expression mechanism, social mobility mechanism, social catharsis mechanism and so on system re-construction.
