利益群體多元化背景下男女同齡退休問(wèn)題及對(duì)策研究

【摘要】:我國(guó)實(shí)行已經(jīng)半個(gè)多世紀(jì)的男女不同齡退休政策,已受到社會(huì)各界的質(zhì)疑,同齡退休政策建議的提出已逾十年,政府也出于方方面面地考慮,對(duì)同齡退休政策建議多次否定,最為常見(jiàn)的解釋就是“婦女不同意”,時(shí)至今日一直沒(méi)有對(duì)原有不同齡政策做出修改,出臺(tái)相應(yīng)的政策。那么,人們到底如何看待同齡退休政策建議?背后又隱藏著怎樣的利益關(guān)系?什么樣的年齡政策才是符合當(dāng)前人們利益的需求,尤其是女性的利益需求?本研究從利益和社會(huì)性別的視角切入,采用文獻(xiàn)、問(wèn)卷調(diào)查、訪談、定性資料的分析和統(tǒng)計(jì)分析的方法,對(duì)我國(guó)男女同齡退休政策建議問(wèn)題進(jìn)行了分析和研究,從中分析找到人們關(guān)于退休年齡政策的訴求,并提出照顧到個(gè)利益群體的退休年齡政策建議。 研究發(fā)現(xiàn),人們對(duì)男女公務(wù)員同齡退休政策建議的了解程度高,對(duì)該政策建議的內(nèi)容也有較高的知曉程度。人們?cè)谀信g退休政策建議上存在較大的分歧。人們對(duì)男女同齡退休的態(tài)度反映出人們對(duì)于退休年齡的規(guī)定,尤其是對(duì)女性退休年齡的規(guī)定存在個(gè)人收入及社會(huì)保障、女性自我價(jià)值的實(shí)現(xiàn)、個(gè)人身體健康和家庭整體利益四個(gè)方面的利益需求。同時(shí),研究還發(fā)現(xiàn),在女性群體內(nèi)部,也有著利益的分化和特殊性的存在,不同群體的女性對(duì)于男女同齡退休問(wèn)題表現(xiàn)出的利益需求大體上為:女性公務(wù)員和技術(shù)人員普遍希望延長(zhǎng)退休年齡,以保證其現(xiàn)實(shí)利益和戰(zhàn)略利益的實(shí)現(xiàn);但有相當(dāng)一部分的技術(shù)人員希望早退休,以實(shí)現(xiàn)其收入的進(jìn)一步提高;女工普遍不贊同延長(zhǎng)女性退休年齡,實(shí)行男女同齡退休,尤其是困難企業(yè)、破產(chǎn)企業(yè)及工作勞動(dòng)強(qiáng)大的女工,均緣于其收入、健康等現(xiàn)實(shí)利益的損失。 本文最后對(duì)男女同齡退休問(wèn)題進(jìn)行了進(jìn)一步思考,結(jié)合地方實(shí)踐,提出在保證男女平等的前提下,既可以照顧到不同群體的利益,尊重個(gè)人的選擇,又充分體現(xiàn)公平平等的原則的彈性退休制。
[Abstract]:Our country has more than half a century of men and women age retirement policy has been questioned by the society, the retirement age policy recommendations for more than ten years, the government has for all aspects to consider, repeated denial of the retirement age policy recommendations, the most common explanation is that "women do not agree, today has been not on the original age policy changes, the introduction of appropriate policies. So, in the end how to treat the retirement age policy recommendations? Hidden behind what kind of interest? What age policy is consistent with the interests of the needs of people, especially women's interests and needs? This research starts from the interests and social gender. From the perspective of the literature, questionnaire, interview, analysis and statistical analysis methods of qualitative data, on China's retirement policy recommendations for analysis and research, in To find out the demands of people's retirement age policy and to suggest the retirement age policy to take care of the interest groups.
The study found that the retirement age policy recommendations on male and female civil servants understand the high degree of awareness of the contents of the policy proposals also have higher. There are large differences between men and women the same age retirement policy recommendations. The retirement age for men and women's attitude reflects the provisions for retirement age, especially the provisions of the age of women the existence of personal retirement income and social security, realize the women's self value, the four aspects of health and personal interests of the whole family's interests. At the same time, the study also found that within the groups of women, with the interests of the differentiation and specificity of the existence of different groups of women for men and women retirement age show interests and needs in general: female civil servants and technical personnel generally want to extend the retirement age, to achieve its real interests and strategic interests; but there are When a part of the technical staff would like to retire early, in order to further improve the implementation of its revenue; workers generally do not agree to extend the retirement age for women, the retirement age for men and women, especially in difficult enterprises, bankrupt enterprises and labor powerful women, are due to their income, health and other practical benefits loss.
At the end of this paper, we further ponder the retirement age for men and women at the same age. Combined with local practice, we put forward that under the premise of guaranteeing equality between men and women, we can not only take care of the interests of different groups, respect personal choices, but also fully embody the principle of fair and equal retirement.
