論事業(yè)單位人事制度改革——以中國(guó)社會(huì)科學(xué)院為例

【摘要】:事業(yè)單位是具有中國(guó)特色的社會(huì)組織,事業(yè)單位人事制度改革是事業(yè)單位改革的關(guān)鍵。當(dāng)前,事業(yè)單位在選人用人制度、深化職稱改革、促進(jìn)人才流動(dòng)等方面都作了積極的探索,也取得了一些成效。但從實(shí)際情況來看,一些深層次和實(shí)質(zhì)性的問題還沒有從根本上得到解決,還未能完全形成一個(gè)人員能進(jìn)能出、職稱能上能下、待遇能高能低,充滿生機(jī)與活力的用人機(jī)制。本文從事業(yè)單位的基本概念、特征入手,回顧總結(jié)了事業(yè)單位人事制度改革的發(fā)展歷程,認(rèn)真梳理了中國(guó)社科院人事制度改革的推行狀況,探討分析了中國(guó)社科院人事制度改革的經(jīng)驗(yàn)與問題,繼而提出了建議與對(duì)策,期望對(duì)中國(guó)社科院實(shí)施哲學(xué)社會(huì)科學(xué)創(chuàng)新工程,深化人事制度改革提供些許啟發(fā)與參考。
[Abstract]:Institutions are social organizations with Chinese characteristics, and the reform of the personnel system of institutions is the key to the reform of institutions. At present, institutions are in the process of selecting and employing personnel and deepening the reform of professional titles. Positive explorations have been made in promoting the flow of talents and some achievements have been made. However, from the actual situation, some deep-seated and substantive problems have not been fundamentally resolved and have not yet completely formed a person's ability to enter and exit. This paper reviews the development of personnel system reform in institutions from the basic concept and characteristics of institutions. This paper reviews the implementation of the personnel system reform of the Chinese Academy of Social Sciences, discusses and analyzes the experience and problems in the reform of the personnel system of the Chinese Academy of Social Sciences, and then puts forward some suggestions and countermeasures, hoping to carry out the philosophy and social science innovation project for the Chinese Academy of Social Sciences. Deepen the reform of personnel system to provide some inspiration and reference.
