深圳政府購(gòu)買社工服務(wù)中問(wèn)題與對(duì)策研究

【摘要】:政府購(gòu)買服務(wù),源自于20世紀(jì)80年代的歐美發(fā)達(dá)國(guó)家,該領(lǐng)域在他們當(dāng)?shù)匾呀?jīng)發(fā)展的相當(dāng)完善。隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展,政府購(gòu)買社會(huì)工作服務(wù)的趨勢(shì)已經(jīng)勢(shì)不可擋。在我國(guó)大陸地區(qū),社工服務(wù)尚且算的上是一種很少被接觸到的存在。不管是對(duì)該領(lǐng)域的專家學(xué)者,或是服務(wù)接受者來(lái)說(shuō),要想明確的表達(dá)出社工所承擔(dān)的責(zé)任和具體是干什么的都是比較困難的。所以不管是在概念層面還是在實(shí)際運(yùn)行中都顯得比較淺薄、比較片面。本文以社工領(lǐng)域發(fā)展較為領(lǐng)先的深圳市為研究對(duì)象,總結(jié)深圳政府購(gòu)買社工服務(wù)的發(fā)展歷程、現(xiàn)狀和問(wèn)題,分析產(chǎn)生這些問(wèn)題的原因,并針對(duì)這些問(wèn)題提出相應(yīng)的對(duì)策或建議。通過(guò)對(duì)深圳市政府與社工機(jī)構(gòu)之間的關(guān)系、政府購(gòu)買社工服務(wù)模式、政府購(gòu)買社會(huì)工作服務(wù)的方式以及政府購(gòu)買社會(huì)工作服務(wù)績(jī)效考核評(píng)價(jià)方面的研究開(kāi)展文獻(xiàn)概述。結(jié)合現(xiàn)有的研究成果對(duì)深圳政府購(gòu)買社工服務(wù)進(jìn)行未來(lái)的研究展望,探索后續(xù)深圳政府購(gòu)買社工服務(wù)的研究方向。作者認(rèn)為,深圳市政府購(gòu)買社工服務(wù)中普遍存在購(gòu)買服務(wù)的運(yùn)作機(jī)制不完善、社工機(jī)構(gòu)發(fā)展不成熟、資金來(lái)源仍然是政府主導(dǎo)、創(chuàng)新發(fā)展還有待深化、干部職工隊(duì)伍的思想作風(fēng)建設(shè)還需要強(qiáng)化、歷史遺留的公益基礎(chǔ)設(shè)施落后和法治建設(shè)滯后等困境或現(xiàn)象。造成這些困境的深層次緣由主要有政府認(rèn)識(shí)不到位、社工機(jī)構(gòu)與政府的關(guān)系并不對(duì)等、社工機(jī)構(gòu)內(nèi)部管理機(jī)制不健全、政府扶持政策碎片化、缺乏操作性強(qiáng)的文件以及體制機(jī)制不夠健全等。針對(duì)這些問(wèn)題作者提出來(lái)相應(yīng)的對(duì)策或意見(jiàn),主要包括轉(zhuǎn)變政府觀念,提高重視程度;充分調(diào)研公眾需求,加大購(gòu)買公共服務(wù)力度和范圍;大力培育社會(huì)組織,提高公共服務(wù)承接能力;積極培養(yǎng)專業(yè)人才,提高政府購(gòu)買公共服務(wù)的專業(yè)化水平;健全運(yùn)行操作機(jī)制;優(yōu)化社會(huì)環(huán)境,提高政府購(gòu)買公共服務(wù)成效。深圳市是民政部確定的社會(huì)工作專業(yè)人才建設(shè)首批試點(diǎn)城市,毗鄰港澳,是全國(guó)最為發(fā)達(dá)的城市之一,在這樣的前提和條件下,研究深圳市政府購(gòu)買社工服務(wù)的推進(jìn)現(xiàn)狀是有代表性和先進(jìn)性的。本論文在“有限政府”、公共服務(wù)外包和“新公共管理”幾個(gè)概念的基礎(chǔ)上,充分運(yùn)用文獻(xiàn)研究法、觀察法和訪談法。通過(guò)幾種研究方法的結(jié)合,對(duì)深圳市政府購(gòu)買社工服務(wù)中存在的問(wèn)題進(jìn)行分析,結(jié)合國(guó)內(nèi)外政府購(gòu)買服務(wù)領(lǐng)域的探索實(shí)踐研究積累,提出相應(yīng)的對(duì)策或建議。同時(shí)也為國(guó)內(nèi)其他城市的政府購(gòu)買社工服務(wù)的研究探索提供一些富有價(jià)值的的參考。
[Abstract]:The government purchased services from developed countries in Europe and the United States in 1980s, where the field has developed quite well. With the rapid economic and social development, The trend towards government purchases of social work services has become overwhelming. In mainland China, social work services are still a rare presence, both for experts and scholars in the field and for service recipients. It is difficult to express clearly the responsibilities of social workers and what they are to do. Therefore, both at the conceptual level and in practice, they are relatively shallow. This article takes Shenzhen, which is the leading social worker development, as the research object, summarizes the development course, the present situation and the question of the social work service purchased by the Shenzhen government, and analyzes the reasons for these problems. According to the relationship between Shenzhen municipal government and social work organizations, the government buys the social work service mode. The way that the government buys the social work service and the research on the evaluation of the performance evaluation of the social work service purchased by the government are summarized. The future research prospect of the purchase of social work service by the Shenzhen government is prospected in the light of the existing research results. The author believes that the operation mechanism of the purchase of social work services by the Shenzhen municipal government is generally imperfect, the social work institutions are not mature, and the source of funds is still government-led. Innovation and development still need to be deepened, and the ideological and work style construction of cadres and workers still needs to be strengthened. The problems or phenomena such as the backward public welfare infrastructure and the lagging construction of the rule of law, which are left behind by history, are mainly caused by the lack of government understanding and the unequal relationship between the social work institutions and the government. The internal management mechanism of the social work organization is not perfect, the government support policy is fragmented, the documents with strong maneuverability are lacking, and the system mechanism is not perfect enough, etc. The author puts forward the corresponding countermeasure or opinion in view of these problems, mainly including changing the government idea. Improve the degree of attention; fully investigate the public demand, increase the strength and scope of purchasing public services; vigorously cultivate social organizations, improve the ability of undertaking public services; actively train professionals, improve the level of government professional purchase of public services; Improve the operational mechanism, optimize the social environment, and improve the effectiveness of the government's purchase of public services. Shenzhen is one of the first batch of pilot cities for the construction of social work professionals determined by the Ministry of Civil Affairs, adjacent to Hong Kong and Macao, and one of the most developed cities in the country. Under such a prerequisite and condition, it is representative and advanced to study the promotion of Shenzhen Municipal Government's purchase of social work services. This paper is based on the concepts of "limited government", "public service outsourcing" and "new public management". Through the combination of several research methods, this paper analyzes the problems existing in the purchase of social work service by Shenzhen municipal government, and combines the exploration and practice research in the field of government purchase service at home and abroad. At the same time, it provides some valuable reference for the research and exploration of the purchase of social work service by the government of other cities in China.
