【摘要】：親貧式支出是關(guān)乎國(guó)計(jì)民生的至關(guān)重要的財(cái)政支出,相對(duì)于其他財(cái)政支出主要是為經(jīng)濟(jì)增長(zhǎng)服務(wù)的,這一財(cái)政支出有明顯的親貧特性,也就是說(shuō)在促進(jìn)社會(huì)更公平方向發(fā)展方面,它占據(jù)關(guān)鍵性的地位。本文研究的核心是通過(guò)構(gòu)建有序概率模型來(lái)探討親貧式支出與幸福之間的關(guān)系以及親貧式支出的最優(yōu)規(guī)模,并進(jìn)一步根據(jù)收入水平、地域、經(jīng)濟(jì)發(fā)展水平人群進(jìn)行分層實(shí)證分析親貧式支出與主觀幸福感之間的關(guān)系,試圖彌補(bǔ)國(guó)內(nèi)外在研究親貧式支出和幸福感關(guān)系中存在的不足,更為深入和全面地探討親貧式支出能使居民幸福感達(dá)到最優(yōu)的規(guī)模,并給出相應(yīng)的指導(dǎo)性的政策建議。本文統(tǒng)共分為四章:第一章緒論主要闡述關(guān)于親貧式支出與主觀幸福感的研究背景與研究意義,深入認(rèn)識(shí)如何通過(guò)親貧式支出解決人們的幸福困惑,然后對(duì)有關(guān)收入與主觀幸福感、財(cái)政支出與主觀幸福感以及親貧式與主觀幸福感的相書關(guān)文獻(xiàn)進(jìn)行系統(tǒng)的梳理和概述。最后介紹本文的研究思路與方法,并指出本文的創(chuàng)新點(diǎn)和不足之處。第二章為我國(guó)居民主觀幸福感與親貧式支出的現(xiàn)狀分析,首先通過(guò)分析當(dāng)前中國(guó)經(jīng)濟(jì)增長(zhǎng)與居民主觀幸福感提高不同步現(xiàn)狀,探究國(guó)家調(diào)整財(cái)政支出結(jié)構(gòu)解決人民群眾的幸福困惑的可行性。其次,具體分析親貧式支出影響主觀幸福感的影響機(jī)制,進(jìn)而提出如何調(diào)整親貧式支出的規(guī)模和結(jié)構(gòu)。第三章為親貧式支出對(duì)主觀幸福感影響的實(shí)證分析,首先通過(guò)構(gòu)建有序概率模型分析親貧式支出對(duì)于主觀幸福感的影響,著重研究親貧式支出的總體規(guī)模和內(nèi)在組成部分對(duì)于主觀幸福感的影響,其次根據(jù)相對(duì)收入狀況、地區(qū)和經(jīng)濟(jì)發(fā)展水平對(duì)居民主觀幸福感的異質(zhì)性進(jìn)行分析和闡釋。最后根據(jù)親貧式支出與居民主觀幸福感的曲線關(guān)系,驗(yàn)證是否存在一個(gè)基于居民幸福感最大化的最優(yōu)的親貧式支出規(guī)模。第四章為親貧式支出與居民主觀幸福感關(guān)系的政策建議。文章對(duì)實(shí)證分析得到的結(jié)論加以總結(jié),并提出如何通過(guò)調(diào)整親貧式支出的規(guī)模和結(jié)構(gòu)來(lái)提高居民主觀幸福感的政策建議。本文最終得出以下結(jié)論:(1)親貧式支出對(duì)居民主觀幸福感有顯著的提升作用。(2)社會(huì)保障支出和教育支出與居民幸福感存在正向促進(jìn)作用,而醫(yī)療支出反而對(duì)居民幸福感存在阻礙作用。(3)低收入的主觀幸福感水平受到教育和社會(huì)保障支出的提升作用更強(qiáng);東部地區(qū)的居民幸福感水平的提高主要受益于教育支出,中部地區(qū)的居民幸福感水平的提高主要受益于社會(huì)保障支出,而西部地區(qū)的居民幸福感水平的提高主要受益于醫(yī)療支出;親貧式支出對(duì)欠發(fā)達(dá)地區(qū)的居民幸福感水平的提升作用會(huì)更強(qiáng)。不發(fā)達(dá)地區(qū)更依賴社會(huì)保障支出和醫(yī)療支出,而發(fā)達(dá)地區(qū)則更偏好教育支出。(4)最優(yōu)親貧式支出規(guī)模為4359.99元/人。本文通過(guò)實(shí)證分析2012年我國(guó)親貧式支出對(duì)主觀幸福感水平的影響,從財(cái)政支出結(jié)構(gòu)的優(yōu)化的角度來(lái)分析親貧式支出對(duì)主觀幸福感的影響,并分析評(píng)估了親貧式支出內(nèi)部組成部分對(duì)主觀幸福感的促進(jìn)效應(yīng),進(jìn)而探究親貧式支出的總體最優(yōu)規(guī)模,從而實(shí)現(xiàn)居民主觀幸福感的提升。
[Abstract]:Pro poor spending is crucial to the beneficial to the people's livelihood expenditure relative to other major financial expenditure is to serve economic growth, the fiscal expenditure has the obvious characteristics of the pro poor, that is to say in promoting social fairness more direction, it occupies a key position. The core of this paper is through the construction of the ordered probability model to probe into the relationship between the pro poor expenditure and happiness and the optimal scale of Pro poor expenditure, and further according to the income level, regional, hierarchical empirical analysis of the relationship between pro poor expenditure and subjective well-being of the economic development level of population, trying to make up for the domestic and foreign research of Pro poor expenditure and lack of well-being relationship the more in-depth and comprehensive exploration of Pro poor expenditure can make the residents' happiness reached the optimal scale, and gives the corresponding practical suggestions. The third chapter is the empirical analysis of Pro poor expenditure impact on subjective well-being, first through the construction of the ordered probability model of Pro poor expenditure impact on subjective well-being, focuses on Pro poor expenditure scale and in part to affect the subjective well-being. Secondly, according to the relative income, area and the level of economic development to the analysis and interpretation of the heterogeneity of people's subjective well-being. According to the relation curve between expenditure and pro poor people's subjective well-being, verify the existence of a pro poor expenditure scale optimal maximum happiness. The fourth chapter is based on Pro poor expenditure and subjective well-being of the relationship between policy recommendations. The summary of conclusions of empirical analysis of scale and structure, and puts forward how to pro poor expenditure by adjusting the To improve the subjective well-being of citizens in policy recommendations. This paper concluded the following conclusions: (1) pro poor expenditure on residents subjective well-being has significantly improved function. (2) social security expenditure and education expenditure and residents' happiness has a positive role in promoting, and medical expenses and anti hindering effect on Residents' happiness. (3) the low income level of subjective well-being is stronger to enhance the role of education and social security expenditure; level of the eastern region to improve residents' happiness mainly benefited from the education expenditure, the central region of the level of happiness increase mainly benefited from the social security expenditure, while the western region residents to raise the level of happiness the main benefit of medical expenditure; enhance the level of Pro poor expenditure to the underdeveloped areas of the residents' happiness will be stronger. The underdeveloped areas are more dependent on social security expenditure and medical expenses, and developed In preference for educational expenditure. (4) the optimal Pro poor expenditure scale is 4359.99 yuan / person. This paper analyzes the impact of the 2012 China's Pro poor expenditure on subjective well-being level through the empirical study, from the optimization of the fiscal expenditure structure of Pro poor expenditure on subjective well-being, and analysis evaluation of the internal part of propoor spending on subjective well-being promotion effect, and explore the optimal overall scale of Pro poor expenditure, so as to realize the residents' subjective well-being.
