【摘要】：社區(qū)行政化,是城市政府為尋求經(jīng)濟(jì)增長與社會穩(wěn)定的平衡,依靠行政權(quán)力,自上而下地實(shí)現(xiàn)社會再組織的過程。簡言之,就是社區(qū)偏離了“基層群眾自治組織”的性質(zhì),使社區(qū)這個城市建設(shè)和管理的主戰(zhàn)場,維護(hù)社會穩(wěn)定的重要平臺,聯(lián)系和服務(wù)群眾的重要窗口喪失了本來的功能。針對行政化、機(jī)關(guān)化傾向嚴(yán)重的現(xiàn)象,怎樣提出相應(yīng)的治理良策,回歸社區(qū)居委會自治目標(biāo),是政府領(lǐng)導(dǎo)者迫切面對的現(xiàn)實(shí)問題。本文以長沙市社區(qū)居委會行政化的發(fā)展現(xiàn)狀為出發(fā)點(diǎn),并利用本職工作之便利,深入長沙社區(qū)居委會實(shí)際調(diào)研,指出社區(qū)居委會行政化傾向主要表現(xiàn)在五個方面,即運(yùn)行方式行政化、組織功能行政化、工作作風(fēng)衙門化、服務(wù)不夠優(yōu)質(zhì)化,社區(qū)成員公職化。從政府、社區(qū)居委會、社區(qū)居民和社區(qū)中介組織四個方面詳細(xì)分析了長沙市社區(qū)居委會行政化傾向形成的具體原因。本文在詳細(xì)查找了具體原因的基礎(chǔ)上,提出了社區(qū)行政化傾向的治理對策。 首先,不斷推進(jìn)政府職能轉(zhuǎn)變。政府職能的轉(zhuǎn)變在社區(qū)居委會行政化傾向治理中,具有關(guān)鍵性作用。通過理順關(guān)系、明確權(quán)責(zé)、改進(jìn)考評等手段,促進(jìn)政府職能的轉(zhuǎn)變,進(jìn)而推動社區(qū)居委會行政化傾向的治理。 其次,大力培育社區(qū)自治功能。社區(qū)自治功能是否完備,會直接表現(xiàn)在社區(qū)居委會行政化傾向的強(qiáng)弱上,因此,培育社區(qū)自治功能,有利于社區(qū)居委會行政化傾向的治理。社區(qū)自治功能的培育方式主要有：創(chuàng)新工作機(jī)制,促進(jìn)居民自治；創(chuàng)新工作載體,擴(kuò)大社區(qū)參與；培育社區(qū)中介組織。 最后,著力提高社區(qū)服務(wù)水平。提高社區(qū)服務(wù)水平,既是社區(qū)居委會行政化傾向治理的手段,同時也是社區(qū)居委會行政化傾向治理的目標(biāo)之一。提高社區(qū)服務(wù)水平是一項復(fù)雜的系統(tǒng)工程,既與工作人員的自身素質(zhì)有關(guān),又與制度是否完善有關(guān),可以從以下幾個方面入手：建立健全相關(guān)制度,規(guī)范社區(qū)服務(wù)標(biāo)準(zhǔn)；實(shí)施社區(qū)“錯時工作法”,延長社區(qū)服務(wù)時間；加強(qiáng)改善教育培訓(xùn),提高社區(qū)服務(wù)能力。 分析表明,社區(qū)居委會行政化傾向嚴(yán)重阻礙了社區(qū)民主自治的實(shí)現(xiàn),要真正實(shí)現(xiàn)干群關(guān)系密切,實(shí)現(xiàn)社區(qū)民主自治,創(chuàng)建和諧社區(qū),構(gòu)建祥和文明的社會秩序,就要認(rèn)識到社區(qū)行政化傾向的客觀性、復(fù)雜性、長期性,并采取切實(shí)可行的且符合社區(qū)居民自身根本利益的治理對策,才能最終回歸社區(qū)的民主自治管理。
[Abstract]:Community administration is a process in which urban governments, in order to seek a balance between economic growth and social stability, rely on administrative power to reorganize society from the top to the bottom. In short, the community deviates from the nature of the "grass-roots mass autonomous organization." Community, the main battlefield for urban construction and management, an important platform for maintaining social stability, and an important window for connecting and serving the masses have lost their original functions. How to put forward the corresponding management strategy and return to the goal of community neighborhood committee autonomy is a realistic problem that government leaders urgently face. This paper takes the present situation of Changsha community neighborhood committee administration as the starting point and makes use of the convenience of their own work. Through the actual investigation of the Changsha neighborhood Committee, it is pointed out that the administrative tendency of the community neighborhood committee is mainly manifested in five aspects, namely, the administrative mode of operation, the administrative function of the organization, the administrative style of work, and the poor quality of service. From four aspects of government, community residents, community residents and community intermediary organizations, this paper analyzes in detail the specific reasons for the formation of the administrative tendency of community neighborhood committees in Changsha. Put forward the management countermeasure of community administrative tendency. First of all, we should constantly promote the transformation of government functions. The transformation of government functions plays a key role in the governance of the administrative tendency of community neighborhood committees. Through straightening out relations, clarifying power and responsibility, improving the means of evaluation and so on, we can promote the transformation of government functions. Then promote the management of the administrative tendency of community neighborhood committee. Secondly, we should make great efforts to cultivate the function of community autonomy. Whether the function of community autonomy is complete or not will be directly reflected in the strength and weakness of the tendency of administration of the community neighborhood committee. Therefore, to cultivate the function of community autonomy, The main ways of cultivating the function of community autonomy are as follows: innovating working mechanism, promoting resident autonomy, innovating work carrier, expanding community participation, and cultivating community intermediary organizations. Finally, efforts should be made to improve the level of community service. To improve the level of community service is not only a means of managing the administrative tendency of the community residents' committees, At the same time, it is also one of the goals of the administration of the community residents' committees. Improving the level of community service is a complex system project, which is related to both the quality of the staff and the perfection of the system. We can start with the following aspects: establishing and perfecting the relevant system and standardizing the community service standard; implementing the community "staggered work law" to prolong the community service time; strengthening the improvement of education and training and enhancing the community service ability. The analysis shows that the tendency of administration of community neighborhood committee seriously hinders the realization of community democratic autonomy. It is necessary to realize the close relationship between cadres and the masses, to realize community democratic autonomy, to establish harmonious community, and to build a harmonious and civilized social order. It is necessary to recognize the objectivity, complexity and long-term nature of the tendency of community administration, and to adopt practical and effective governance measures that accord with the fundamental interests of the community residents themselves, so that they can finally return to the democratic and autonomous management of the community.
