【摘要】：隨著我國改革開放的不斷深入和社會經(jīng)濟的飛速發(fā)展,政府統(tǒng)計的地位和作用越來越重要,政府在開放經(jīng)濟和市場經(jīng)濟的高度復(fù)雜條件下領(lǐng)導(dǎo)經(jīng)濟社會工作,對統(tǒng)計數(shù)據(jù)的質(zhì)量要求越來越高,國內(nèi)外社會各界對統(tǒng)計數(shù)據(jù)的質(zhì)量也越來越關(guān)注。與此同時,確保統(tǒng)計數(shù)據(jù)質(zhì)量的難度也越來越大,各種利益主體日益多元化,各種思想觀念錯綜復(fù)雜,各種經(jīng)濟行為多種多樣,調(diào)查對象的配合意識日趨淡薄,采集真實數(shù)據(jù)越來越困難的問題擺在各級統(tǒng)計部門面前。政府統(tǒng)計數(shù)據(jù)面臨前所未有的考驗和挑戰(zhàn)。 如何在錯綜復(fù)雜的環(huán)境中,更清醒地認(rèn)清政府統(tǒng)計面臨的問題,正確把握數(shù)據(jù)質(zhì)量控制的著力點是統(tǒng)計工作者的神圣責(zé)任。 本文從分析政府統(tǒng)計數(shù)據(jù)質(zhì)量管理的沿革和現(xiàn)狀入手,重點分析了當(dāng)前數(shù)據(jù)質(zhì)量控制存在的主要問題和產(chǎn)生的原因,并以此為切入點,通過比較數(shù)據(jù)質(zhì)量管理和產(chǎn)品質(zhì)量管理的異同,引進(jìn)了產(chǎn)品質(zhì)量管理的概念,以最基礎(chǔ)的縣級政府統(tǒng)計數(shù)據(jù)質(zhì)量控制為例,設(shè)計了一套政府統(tǒng)計數(shù)據(jù)質(zhì)量管理的基本體系模式,同時對該模式運行內(nèi)外部影響制約因素及更宏觀的發(fā)展影響要素進(jìn)行了分析論述,力求能夠為政府統(tǒng)計數(shù)據(jù)質(zhì)量的控制提供一些思想上和理論上的支持。
[Abstract]:With the deepening of China's reform and opening up and the rapid development of social economy, the status and role of government statistics is becoming more and more important. The government leads the economic and social work under the highly complex conditions of open economy and market economy. At the same time, it is becoming more and more difficult to ensure the quality of statistical data, and various stakeholders are becoming more and more diverse, as a result, the quality of statistical data is becoming more and more demanding, and the social circles at home and abroad are paying more and more attention to the quality of statistical data. All kinds of ideas and concepts are complicated, various economic behaviors are various, and the cooperation consciousness of the investigation objects is becoming increasingly weak. The problem of collecting real data is becoming more and more difficult in front of statistical departments at all levels. It is the sacred responsibility of the statisticians to understand the problems faced by the government statistics in the complicated environment and to correctly grasp the focus of data quality control. Based on the analysis of the history and current situation of government statistical data quality management, this paper analyzes the main problems and causes of data quality control, and takes this as the starting point. By comparing the similarities and differences between data quality management and product quality management, the concept of product quality management is introduced. Taking the most basic county government statistical data quality control as an example, a set of basic system mode of government statistical data quality management is designed. At the same time, the internal and external influence factors and the macro factors of development influence are analyzed and discussed in order to provide some ideological and theoretical support for the quality control of government statistical data.
