【摘要】：新中國成立以來,我國的鄉(xiāng)村治理經(jīng)歷了從建國初期的“人民公社”模式到改革開放后的“鄉(xiāng)政村治”模式,再到今天的社會(huì)主義新農(nóng)村建設(shè)的重大變遷。農(nóng)村社會(huì)諸多問題的不斷出現(xiàn),傳統(tǒng)的“鄉(xiāng)政村治”二元秩序建構(gòu)已經(jīng)難以有效適應(yīng)。當(dāng)前,我國正處在社會(huì)發(fā)展的轉(zhuǎn)型期,和諧的鄉(xiāng)村秩序建設(shè)關(guān)系到實(shí)現(xiàn)現(xiàn)代化和全面建成小康社會(huì)的全局。鄉(xiāng)村治理中出現(xiàn)的現(xiàn)實(shí)問題,越來越需要尋求包括鄉(xiāng)村社會(huì)組織在內(nèi)的多元主體的廣泛參與和互動(dòng)。黨的十八屆三中全會(huì)提出:“創(chuàng)新社會(huì)治理,必須著眼于維護(hù)最廣大人民根本利益,最大限度增加和諧因素,增強(qiáng)社會(huì)發(fā)展活力,提高社會(huì)治理水平,維護(hù)國家安全,確保人民安居樂業(yè)、社會(huì)安定有序。要改進(jìn)社會(huì)治理方式,激發(fā)社會(huì)組織活力,創(chuàng)新有效預(yù)防和化解社會(huì)矛盾體制,健全公共安全體系�！盵1]隨著社會(huì)的發(fā)展,近年來,大量的農(nóng)村民間組織應(yīng)運(yùn)而生并迅速發(fā)展,在鄉(xiāng)村秩序的建構(gòu)中發(fā)揮了巨大作用:政治方面,促進(jìn)村民自治,發(fā)展農(nóng)村民主;經(jīng)濟(jì)方面,調(diào)整農(nóng)村產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展;文化方面,提高農(nóng)民文化水平,改善農(nóng)村社會(huì)風(fēng)氣;社會(huì)方面,提供公共產(chǎn)品,彌補(bǔ)政府公共服務(wù)的不足等。盡管如此,農(nóng)村民間組織在發(fā)展中仍存在諸多困境,如相關(guān)法律法規(guī)不完善、資源匱乏、資金短缺和行政依賴性強(qiáng)等。在傳統(tǒng)的鄉(xiāng)村秩序建構(gòu)中,農(nóng)村民間組織仍然是被忽略的秩序建構(gòu)主體。在新農(nóng)村建設(shè)和全面建成小康社會(huì)的進(jìn)程中,加強(qiáng)對(duì)農(nóng)村民間組織在和諧鄉(xiāng)村秩序建構(gòu)中的功能研究,在實(shí)踐上,有利于提高鄉(xiāng)村治理水平,推進(jìn)鄉(xiāng)村的民主政治建設(shè),促進(jìn)鄉(xiāng)村社會(huì)的善治,維護(hù)鄉(xiāng)村的社會(huì)穩(wěn)定,形成新的、充滿活力的鄉(xiāng)村治理格局;在理論上,有利于加強(qiáng)對(duì)鄉(xiāng)村治理理論的研究,深化基層民主政治建設(shè)理論的內(nèi)涵,進(jìn)一步豐富社會(huì)治理理論的內(nèi)涵。本文通過文獻(xiàn)研究、歷史分析和案例研究等方法,以建構(gòu)和諧鄉(xiāng)村秩序?yàn)槟康?以農(nóng)村民間組織為研究對(duì)象,以基層社會(huì)的多元治理為研究視角,對(duì)農(nóng)村民間組織參與鄉(xiāng)村治理進(jìn)行了比較深入的探討;在治理理論的基礎(chǔ)上,系統(tǒng)分析了農(nóng)村民間組織在和諧鄉(xiāng)村秩序建構(gòu)中的角色與功能;提出了農(nóng)村民間組織參與和諧鄉(xiāng)村秩序建構(gòu)的對(duì)策及建議。通過本文的研究,試圖呈現(xiàn)出一種鄉(xiāng)村社會(huì)相對(duì)穩(wěn)定和均衡有序的狀態(tài),為農(nóng)村民間組織作為多元主體之一參與鄉(xiāng)村秩序建構(gòu)提供可借鑒的治理機(jī)制。本文分為五個(gè)章節(jié)。第一章是緒論。第二章對(duì)新中國成立以來的鄉(xiāng)村秩序建構(gòu)中的主體角色演變過程以及傳統(tǒng)的主體角色進(jìn)行了分析,進(jìn)而引出農(nóng)村民間組織這一在鄉(xiāng)村秩序建構(gòu)中被忽略的主體。第三章首先分析了農(nóng)村民間組織的草根性特點(diǎn),隨后闡述了民間組織領(lǐng)袖的號(hào)召力及影響力,最后對(duì)民間組織在鄉(xiāng)村秩序建構(gòu)中的作用進(jìn)行了分析。第四章首先闡述了和諧鄉(xiāng)村秩序建構(gòu)中不同主體的角色及其功能,進(jìn)而闡明多元主體間的互動(dòng)關(guān)系,最后描述了民間組織參與的鄉(xiāng)村秩序協(xié)調(diào)治理機(jī)制。第五章就如何充分發(fā)揮民間組織在和諧鄉(xiāng)村秩序建構(gòu)中的作用展開論述,主要內(nèi)容包括創(chuàng)設(shè)民間組織發(fā)揮作用的制度環(huán)境、培育民間組織的健康成長、正確引導(dǎo)民間組織的發(fā)展等方面。

The fourth chapter introduces the role and function of different subject construction of harmonious rural order, and then clarify the relationship among the main bodies, and finally describe the governance mechanism of rural non-governmental organizations to participate in the coordination of order. The fifth chapter is how to give full play to the role of non-governmental organizations in the construction of the harmonious countryside in order to discuss the main content, including the creation of folk organizations play role of institutional environment, fostering NGOs healthy growth, development and other aspects of the correct guidance of non-governmental organizations.
