【摘要】：文章基于多源數(shù)據(jù)分析中國(guó)0~5歲學(xué)齡前兒童家庭照料安排狀況及主要特征。不同來(lái)源的數(shù)據(jù)都反映出家庭的兒童照料赤字過(guò)大、母親照料負(fù)擔(dān)過(guò)重、母職與父職關(guān)系失衡、祖輩的替代照料比重高等特點(diǎn)。這些現(xiàn)實(shí)問(wèn)題不僅直接影響到兒童的健康成長(zhǎng)、女性的就業(yè)與發(fā)展、家庭的生活質(zhì)量,同時(shí)也會(huì)影響到全面兩孩政策的落實(shí)。導(dǎo)致這些問(wèn)題的一個(gè)關(guān)鍵原因是缺乏對(duì)兒童照料安排的制度支持,尤其是3歲以下正規(guī)照料供給的嚴(yán)重短缺。"工作—家庭"平衡已經(jīng)成為一種普遍的、剛性的社會(huì)需求。從宏觀上看,兒童照料是人口再生產(chǎn)得以實(shí)現(xiàn)的必要條件。從家庭政策的視角,應(yīng)該加強(qiáng)對(duì)兒童照料的支持,包括加大陪產(chǎn)假和育兒假的力度,大力發(fā)展針對(duì)3歲以下幼兒的正式照料服務(wù),幫助和支持照料者對(duì)工作—家庭責(zé)任的兼顧。
[Abstract]:Based on multi-source data, this paper analyzes the status and main characteristics of family care arrangements for 5-year-old preschool children in China. Data from different sources show that the family's child care deficit is too large, the mother's care burden is too heavy, and the relationship between mother and father is out of balance. These practical problems not only directly affect the healthy growth of children, the employment and development of women, the quality of life of families, It can also affect the implementation of a comprehensive two-child policy. A key cause of these problems is the lack of institutional support for child care arrangements. In particular, there is a severe shortage of formal care provision under the age of three. The work-family balance has become a widespread, rigid social demand. Child care is a necessary condition for the reproduction of the population. From the perspective of family policy, support for child care should be strengthened, including through increased paternity and parental leave, and the development of formal care services for children under 3 years of age, Help and support carers' reconciliation of work and family responsibilities.
