【摘要】：在21世紀(jì)的中國(guó),鄉(xiāng)村居民群體性鉛中毒是環(huán)境污染造成健康損害的標(biāo)識(shí)性事件。這類事件的頻發(fā)以河南省為最,背景是涉鉛工業(yè)的高速擴(kuò)張,根源則是受到制度性保護(hù)的資本在鄉(xiāng)村的橫行。當(dāng)?shù)胤秸畼O力追求經(jīng)濟(jì)和稅收的增長(zhǎng),公共權(quán)力按照資本的邏輯運(yùn)行并優(yōu)先服務(wù)于企業(yè)時(shí),就形成了資本的秩序:勞動(dòng)力、土地和環(huán)境,都必須順從于資本的積累和營(yíng)利目標(biāo),而鄉(xiāng)村居民將難以守住他們的土地、家園和身體。當(dāng)資本化了的地方政府難以應(yīng)對(duì)資本的秩序造成的無秩序,中毒的村莊如何擺脫受害狀態(tài)而走向重建,就成為一項(xiàng)緊迫課題。
[Abstract]:In twenty-first Century Chinese, rural residents group lead poisoning is the health damage caused by environmental pollution event logo. This kind of frequent events in Henan Province as the background, is the rapid expansion of lead related industry, the root is protected by the system of capital in the country. The local government tried to run the economy and tax the growth of public power in accordance with the logic of capital operation and give priority to the enterprise, on the formation of the capital of the order: labor, land and environment, must conform to the capital accumulation and profit targets, and rural residents will be difficult to keep hold of their land, homes and health. When there is no order of the capitalization of the place the government is difficult to cope with the capital order caused by the poisoning victims to state how to get rid of the village reconstruction, has become an urgent task.
