【摘要】：當(dāng)前我國正進入一個利益博弈的時代。不同利益群體希圖通過各種方式將本群體的利益訴求進入政府政策議程。但是,不同利益群體的利益表達力度和有效性差距很大。農(nóng)民作為社會的弱勢群體,對政府政策制定影響力相對較小或根本無影響,導(dǎo)致利益受損或被忽視的情況時有發(fā)生。盡快完善我國農(nóng)民利益表達機制具有重要的理論價值和實踐意義。 目前,我國的農(nóng)民利益表達機制建設(shè)取得了一系列成就,但在其制度安排和運行過程中仍然存在諸多不容忽視的問題。從現(xiàn)實構(gòu)成要素角度看,我國農(nóng)民利益表達機制主要包括利益表達主體、利益表達客體、利益表達載體這三個因素,它們之間相互聯(lián)系,相互影響。 本文就從這三個方面具體分析了其中存在的問題：一是,利益表達主體—農(nóng)民自身存在問題。表現(xiàn)在：農(nóng)民表達意識發(fā)展滯后和能力有限,缺乏有效專門的利益表達組織,以及部分農(nóng)民利益表達內(nèi)容不合理或表達方式非制度化等。二是,利益表達客體—從廣義上說,包括相關(guān)國家機關(guān)及其他社會群體。從狹義上說,僅指政府機關(guān)。本文著重從狹義的角度研究問題。表現(xiàn)在：部分政府機關(guān)及組成人員“不作為”和“亂作為”。三是,利益表達載體—表達渠道問題。表現(xiàn)為：現(xiàn)有制度內(nèi)渠道不暢,制度外表達渠道大量使用。 究其原因,主要表現(xiàn)在：一是,農(nóng)民收入水平和受教育水平相對較低,缺乏有效利益表達的經(jīng)濟基礎(chǔ)和能力,農(nóng)民集體行動意識相對較差。二是,根據(jù)公共選擇理論,政府也是一個理性經(jīng)濟人,其自利性與公共性沖突的不可避免。三是,現(xiàn)有制度和體制的缺陷及建設(shè)的滯后性等。 總結(jié)發(fā)達國家農(nóng)民利益表達機制的成功經(jīng)驗,主要有：一是,農(nóng)民利益表達組織具有多種模式；二是,政府角色和職能具有不同定位；三是,農(nóng)民利益表達渠道的多樣化與暢通。 最后,結(jié)合中國特有國情,重點從政府制度和體制建設(shè)來尋求完善思路。包括政府如何培育和成熟新型農(nóng)民；如何進行角色與職能的合理定位；以及如何暢通農(nóng)民利益表達渠道,引導(dǎo)農(nóng)民利益表達的規(guī)范化、制度化、程序化。
[Abstract]:At present, our country is entering an era of interest game. Different interest groups hope to put the interests of this group on the government policy agenda in various ways. However, As a weak group in society, farmers have relatively little or no influence on government policy making. It is of great theoretical value and practical significance to improve the expression mechanism of farmers' interests in China as soon as possible. At present, a series of achievements have been made in the construction of peasant interest expression mechanism in our country, but there are still many problems which can not be ignored in the course of its system arrangement and operation. The mechanism of farmers' interest expression in China mainly includes three factors: the main body of interest expression, the object of interest expression and the carrier of interest expression, which are interrelated and influence each other. This paper analyzes the existing problems from these three aspects: first, the main body of interest expression is the farmers themselves, which is manifested in: the development of farmers' expression consciousness lags behind and their ability is limited, and there is a lack of effective and specialized interest expression organizations. Second, the object of interest expression-in a broad sense, including the relevant state organs and other social groups. In a narrow sense, Only refers to government organs. This paper focuses on the study of problems from a narrow point of view. It is manifested in: some government organs and members of the government "do not act" and "misbehave". Third, Interest expression vector-expression channel problem: the existing system channel is not smooth, the system expression channel is used extensively. The main reasons are as follows: first, the peasants' income and education level are relatively low, they lack the economic basis and ability to express their effective interests, and the peasants' sense of collective action is relatively poor. Second, according to the theory of public choice, The government is also a rational economic man, whose self-interest and public conflict are inevitable. Third, the defects of the existing system and system, and the lagging of construction, etc. The successful experiences of farmers' interest expression mechanism in developed countries are summarized. First, farmers' interest expression organizations have many models; second, the roles and functions of government have different orientation; third, The diversification and unimpeded channel of farmers' interest expression. Finally, according to China's unique national conditions, the focus is on how to improve the government system and system construction, including how the government cultivates and matures new farmers, how to position the roles and functions reasonably. And how to unblock the channel of farmers' interest expression, and guide the standardization, systematization and procedure of farmers' interest expression.
