【摘要】：政府統(tǒng)計(jì)部門承擔(dān)著為黨和政府,為社會(huì)公眾提供優(yōu)質(zhì)統(tǒng)計(jì)服務(wù)和統(tǒng)計(jì)信息的職能。政府統(tǒng)計(jì)公信力是政府統(tǒng)計(jì)工作的基礎(chǔ)。近年來社會(huì)各界對(duì)政府統(tǒng)計(jì)數(shù)據(jù)的質(zhì)疑和不信任感也日益增長(zhǎng),政府統(tǒng)計(jì)公信力不斷下降,直接危害到政府統(tǒng)計(jì)工作的可持續(xù)發(fā)展。 本文以研究上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力為契機(jī),希望通過建立政府統(tǒng)計(jì)公信力評(píng)價(jià)體系,構(gòu)建政府統(tǒng)計(jì)公信力評(píng)價(jià)框架,運(yùn)用有效的評(píng)價(jià)指標(biāo),實(shí)現(xiàn)正確評(píng)價(jià)政府統(tǒng)計(jì)公信力的目標(biāo)。通過深入研究社會(huì)公眾對(duì)政府統(tǒng)計(jì)數(shù)據(jù)不信任的原因,明晰當(dāng)前政府統(tǒng)計(jì)工作的不足和社會(huì)公眾的統(tǒng)計(jì)需求。通過為政府統(tǒng)計(jì)部門搭建一個(gè)能夠回應(yīng)社會(huì)統(tǒng)計(jì)需求的交流平臺(tái),使政府統(tǒng)計(jì)部門能夠采取有效措施,切實(shí)提高政府統(tǒng)計(jì)公信力。 本文對(duì)政府統(tǒng)計(jì)公信力、上海國(guó)際航運(yùn)中心等概念進(jìn)行了界定,確定了具體的研究?jī)?nèi)容、研究方法和技術(shù)路線。闡述了上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)原則、統(tǒng)計(jì)范圍、主要統(tǒng)計(jì)指標(biāo)及統(tǒng)計(jì)方法、統(tǒng)計(jì)數(shù)據(jù)公布等情況,說明了政府統(tǒng)計(jì)工作現(xiàn)狀和特點(diǎn),為開展上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力研究提供了依據(jù),并根據(jù)上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力評(píng)價(jià)原則,建立了上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力評(píng)價(jià)體系框架和評(píng)價(jià)指標(biāo),確定了評(píng)價(jià)方法。在此基礎(chǔ)上,通過開展上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力問卷調(diào)查,對(duì)上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力進(jìn)行了全面深入研究,指出了存在統(tǒng)計(jì)數(shù)據(jù)質(zhì)量不高、統(tǒng)計(jì)工作有效性不高、統(tǒng)計(jì)工作透明度不高、影響政府統(tǒng)計(jì)公信力外部環(huán)境惡化等問題及原因,提出了增加基層統(tǒng)計(jì)部門航運(yùn)專職統(tǒng)計(jì)人員數(shù)量、做好政府統(tǒng)計(jì)工作的對(duì)外解讀、提升政府統(tǒng)計(jì)信息化服務(wù)水平、加快服務(wù)型政府統(tǒng)計(jì)建設(shè)等提高上海國(guó)際航運(yùn)中心政府統(tǒng)計(jì)公信力的對(duì)策、建議和具體措施。
[Abstract]:The government statistics department is responsible for the work of the Party and the government. The function of providing high quality statistical services and statistical information to the public. The credibility of government statistics is the basis of government statistical work. The credibility of government statistics continues to decline, directly endangering the sustainable development of government statistical work. This paper takes the opportunity of studying the credibility of government statistics in Shanghai International Shipping Center, hopes to establish the evaluation system of government statistical credibility, to construct the evaluation framework of government statistical credibility, and to use effective evaluation indexes. To achieve the goal of correctly evaluating the credibility of government statistics. Through in-depth study of the reasons for the distrust of government statistics by the public, To clarify the shortcomings of the current government statistical work and the statistical needs of the public. By setting up an exchange platform for government statistics departments to respond to the needs of social statistics, the government statistics departments can take effective measures. Improve the credibility of government statistics. This paper defines the concepts of the credibility of government statistics and the Shanghai International Shipping Center, determines the specific research contents, research methods and technical routes, and expounds the statistical principles and statistical scope of the Shanghai International Shipping Center. The main statistical indicators and methods, the publication of statistical data, and so on, illustrate the current situation and characteristics of government statistical work, and provide a basis for the research on the credibility of government statistics in Shanghai International Shipping Center. According to the evaluation principle of the statistical credibility of Shanghai International Shipping Center, the evaluation system framework and evaluation index of the statistical credibility of Shanghai International Shipping Center are established, and the evaluation method is determined. Based on a questionnaire survey on the statistical credibility of Shanghai International Shipping Center, the paper makes a comprehensive and in-depth study on the statistical credibility of Shanghai International Shipping Center, and points out that the quality of statistical data is not high, and the effectiveness of statistical work is not high. The transparency of statistical work is not high and the external environment deterioration of government statistical credibility is affected. The paper puts forward to increase the number of full-time statisticians in statistics departments of the basic level and to do a good job in interpreting the statistics work of the government. The countermeasures, suggestions and concrete measures to improve the credibility of the government statistics of Shanghai International Shipping Center are put forward, such as improving the service level of government statistics information, speeding up the construction of service-oriented government statistics and so on.
