【摘要】：軍休干部作為老干部體系的重要組成部分,是一種特殊的老年群體。他們?yōu)樽鎳姆睒s昌盛、和諧發(fā)展做出了不可磨滅的歷史貢獻(xiàn),時(shí)刻保持并傳承著傳統(tǒng)軍人的優(yōu)良作風(fēng),嚴(yán)于律己、剛正不阿,是我們年輕一代學(xué)習(xí)的優(yōu)秀榜樣。他們是黨和國家的寶貴財(cái)富,充分認(rèn)識(shí)到退休軍干所具備的政治優(yōu)勢、經(jīng)驗(yàn)優(yōu)勢以及智慧,積極發(fā)揮他們的作用,不僅是人才資源的有效利用,更是對(duì)社會(huì)經(jīng)濟(jì)、政治、文化等方面發(fā)展的重要貢獻(xiàn)。筆者在石家莊市第七軍休所實(shí)習(xí)調(diào)查發(fā)現(xiàn),退休軍干在社區(qū)生活中依然保有對(duì)社會(huì)事業(yè)的熱情,渴望發(fā)揮余熱,繼續(xù)為社會(huì)做出自己的一份貢獻(xiàn),然而,由于傳統(tǒng)軍休服務(wù)管理模式下的各方面阻力,注重發(fā)揮軍干作用的工作并不是很到位。因此,為符合時(shí)代發(fā)展的要求,軍休服務(wù)應(yīng)向更加專業(yè)的方向發(fā)展,社會(huì)工作的介入就顯得尤為重要。文中從休干自身需求、軍休所服務(wù)局限性以及社工服務(wù)的專業(yè)性和社會(huì)發(fā)展需求四個(gè)方面提出社會(huì)工作介入發(fā)揮休干作用的必要性,從社會(huì)參與理論、利他主義行為理論和社會(huì)資本理論出發(fā),支撐文章理論框架。在社會(huì)工作實(shí)踐方面,筆者本著社會(huì)工作者介入軍休服務(wù)的主要角色,充分體現(xiàn)了資源鏈接者的職能,分別從三個(gè)關(guān)聯(lián)性的主題活動(dòng)進(jìn)行介入服務(wù),將休干的政治、經(jīng)驗(yàn)優(yōu)勢得到發(fā)揮,在滿足自身奉獻(xiàn)社會(huì)需求的同時(shí),將休干的作用發(fā)揮最大化。最后,通過對(duì)服務(wù)對(duì)象及社會(huì)工作者的評(píng)估,對(duì)社工服務(wù)進(jìn)行總結(jié)反思。
[Abstract]:As an important part of the old cadre system, retired military cadres are a special group of elderly people. They have made indelible historical contributions to the prosperity and harmonious development of the motherland, and have always maintained and inherited the fine style of the traditional military personnel. Being disciplined and upright is an excellent example for our young generation to learn. They are precious wealth of the party and the state. They fully recognize the political, empirical and wisdom advantages of retired military cadres, and actively play their role. It is not only the effective utilization of human resources, but also an important contribution to the development of social economy, politics and culture. Retired army cadres in community life still retain enthusiasm for social undertakings, eager to play the remaining heat, continue to make their own contribution to society, however, because of the traditional military service management model of all aspects of resistance, Therefore, in order to meet the requirements of the development of the times, the military service should be developed in a more professional direction, and the intervention of social work is particularly important. This paper puts forward the necessity of social work intervention in the following four aspects: social participation theory, altruistic behavior theory and social capital theory, from the view of social participation theory, altruistic behavior theory and social capital theory. Supporting the theoretical framework of the article. In the aspect of social work practice, the author, in line with the main role of social workers in the military break service, fully embodies the functions of the resource link, and respectively carries out the intervention service from three related thematic activities. The political and empirical advantages of the practice will be brought into full play, and the social service will be maximized while satisfying their own social needs. Finally, through the evaluation of the clients and social workers, the social work service will be summed up and reconsidered.
