【摘要】：當今世界各國，無論是發(fā)達國家或是發(fā)展中國家，都面臨著一個不容回避的現(xiàn)實問題——人口老齡化。隨著時間的推移，越來越多的人們步入老年時期，使各個國家的社會人口結(jié)構(gòu)逐步發(fā)生變化，老年人所占的比重逐日增加。在這樣一個社會現(xiàn)實因素的影響下，如何使老年人安度晚年，，如何保障老年人基本的生活需求，就成為了各國政府急需解決的任務(wù)。 現(xiàn)代養(yǎng)老保險制度起源于十九世紀末歐洲資本主義國家，1889年德國在世界上第一個建立了強制性的國家養(yǎng)老金制度。中國是世界上人口最多的國家，隨著改革開放的不斷深入發(fā)展，工業(yè)得到了長足的進步。工業(yè)的主人翁—職工，成為了社會組成部分的中流砥柱�，F(xiàn)今社會的財富創(chuàng)造者也是這個群體，所以城鎮(zhèn)職工養(yǎng)老保險制度的完善和發(fā)展成為我國養(yǎng)老保險事業(yè)發(fā)展的重要環(huán)節(jié)。我國現(xiàn)在還處于工業(yè)發(fā)展的中期階段，在市場經(jīng)濟不斷激勵下，我國工業(yè)還將會迅猛發(fā)展。 在城鎮(zhèn)職工養(yǎng)老保險的繳費和養(yǎng)老金的發(fā)放上都要參考到的重要指標——在崗職工平均工資。近些年來每當統(tǒng)計部門公布出這個數(shù)據(jù)都會出現(xiàn)劇烈的社會反響，隨之而來的出現(xiàn)了一個新生詞匯——被增長。就這個社會現(xiàn)象深入分析后，我們發(fā)現(xiàn)，這個指標存在著失真情況。 本文從我國不同地區(qū)、不同行業(yè)、不同職務(wù)的人們之間收入差距懸殊為切入點，以統(tǒng)計部門在統(tǒng)計在崗職工平均工資指標時使用的計算方法——算術(shù)平均數(shù)，為研究對象。從理論層面上分析這種計算方法的特性。由于此法易受極端值影響，所以在實際應(yīng)用中易造成得出的數(shù)據(jù)高于或低于實際值。通過分析指標失真對低收入人群，特別是對收入不穩(wěn)定的私營單位從業(yè)人員和個體靈活就業(yè)人員在參加城鎮(zhèn)職工養(yǎng)老保險時繳費的影響提出了合理的改進方法。
[Abstract]:Nowadays, every country in the world, whether developed or developing, is facing an unavoidable problem of population aging. With the passage of time, more and more people are entering an old age. The social and demographic structure of each country has gradually changed, and the proportion of the elderly has increased day by day. Under the influence of such a social reality factor, how to make the elderly live in peace and how to ensure their basic living needs, It has become an urgent task for governments. The modern old-age insurance system originated in the capitalist countries of Europe at the end of 19th century. In 1889, Germany established the first compulsory state pension system in the world. China is the most populous country in the world. With the deepening development of reform and opening up, industry has made great progress. The master of industry, the workers and staff, has become the mainstay of the social component. The wealth creators of today's society are also this group. Therefore, the improvement and development of the old-age insurance system for urban workers has become an important link in the development of China's endowment insurance industry, which is still in the middle stage of industrial development, and China's industry will develop rapidly under the constant encouragement of the market economy. The average wage of employed workers is an important indicator to be referred to in the payment and payment of old-age insurance for urban workers. In recent years, whenever the statistics department publishes this data, there will be a violent social reaction. Then came a new word-growing. After a thorough analysis of this social phenomenon, we found that the indicator is distorted. This paper takes the income disparity between people in different regions, different industries and different positions as the starting point, taking the arithmetic average, which is used by the statistical department to calculate the average wage index of the employed workers. Analysis of the characteristics of this method from a theoretical level. Because the method is easily affected by extreme values, it is easy to cause the data to be higher or lower than the actual value in practical application. In particular, the paper puts forward a reasonable method to improve the effect of the contributions of employees in private units and individual flexible employment in participating in the old-age insurance for urban workers.
