【摘要】：經(jīng)濟(jì)轉(zhuǎn)型時(shí)期農(nóng)民利益實(shí)現(xiàn)的研究,既是歷史問題,也是現(xiàn)實(shí)問題；既是理論問題,也是實(shí)踐問題。基于此,本文以馬克思主義有關(guān)農(nóng)民利益實(shí)現(xiàn)的理論闡述為基礎(chǔ),以經(jīng)濟(jì)轉(zhuǎn)型為背景,以農(nóng)民利益為核心,實(shí)現(xiàn)路徑為落腳點(diǎn),在對(duì)農(nóng)民利益實(shí)現(xiàn)制約因素分析基礎(chǔ)上,從發(fā)展動(dòng)力等“內(nèi)生”與市場(chǎng)建設(shè)等“外助”兩方面路徑,對(duì)農(nóng)民利益實(shí)現(xiàn)進(jìn)行研究。全文將農(nóng)民利益作為核心“問題”,依照“問題”的提出到“問題”的分析,然后到“問題”的解決的邏輯思路,形成本文結(jié)構(gòu)與內(nèi)容。 提出“問題”。在對(duì)緒論中有關(guān)國內(nèi)外農(nóng)民利益研究成果進(jìn)行綜合分析的基礎(chǔ)上,結(jié)合本文第一章馬恩經(jīng)典作家的理論闡述與社會(huì)主義革命與建設(shè)中實(shí)踐發(fā)展的分析,本文第二章對(duì)經(jīng)濟(jì)轉(zhuǎn)型時(shí)期農(nóng)民利益實(shí)現(xiàn)的背景、現(xiàn)狀與趨勢(shì)進(jìn)行了分析與研究。依此引申出有關(guān)農(nóng)民利益實(shí)現(xiàn)的問題與思考。 分析“問題”。結(jié)合農(nóng)民利益實(shí)現(xiàn)的歷史與現(xiàn)實(shí)的認(rèn)識(shí),本文第三章集中分析了經(jīng)濟(jì)轉(zhuǎn)型時(shí)期農(nóng)民利益實(shí)現(xiàn)的制約“瓶頸”。同時(shí),根據(jù)農(nóng)民利益實(shí)現(xiàn)所涉及到的主體、體制與制度因素及其實(shí)際狀況,本文將制約因素歸納為“觀念”、“體制”與“制度”三方面內(nèi)容并進(jìn)行分析,為“問題”的解決提供依據(jù)。 解決“問題”。在本文第三章對(duì)制約因素分析的基礎(chǔ)上,結(jié)合農(nóng)民利益實(shí)現(xiàn)的現(xiàn)實(shí)思考,本文第四章與第五章分別從“內(nèi)生”與“外助”兩方面路徑出發(fā),對(duì)農(nóng)民利益實(shí)現(xiàn)即如何解決“問題”進(jìn)行研究。第四章“內(nèi)生”路徑主要著力于農(nóng)民利益的表達(dá)機(jī)制、動(dòng)力機(jī)制與組織機(jī)制的分析,第五章“外助”路徑主要著力于市場(chǎng)體系、政府職能與政策基礎(chǔ)的研究。 與現(xiàn)有農(nóng)民利益實(shí)現(xiàn)的有關(guān)研究相比,本文選擇兩個(gè)視角對(duì)農(nóng)民利益實(shí)現(xiàn)進(jìn)行研究并形成相關(guān)結(jié)論：一是將對(duì)“三農(nóng)”特點(diǎn)的分析作為研究的立足點(diǎn)。正視“三農(nóng)”問題及其特點(diǎn),發(fā)揮農(nóng)民在歷史與現(xiàn)實(shí)中的自主作用,把握農(nóng)業(yè)發(fā)展方向,尊重農(nóng)村社會(huì)與文化特征,這是農(nóng)民利益實(shí)現(xiàn)的基礎(chǔ)；二是將經(jīng)濟(jì)轉(zhuǎn)型影響的分析作為研究的切入點(diǎn)’�；诮�(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變與內(nèi)需戰(zhàn)略的確立,結(jié)合“三農(nóng)”的特點(diǎn)與地位的認(rèn)識(shí),經(jīng)濟(jì)轉(zhuǎn)型不僅是農(nóng)民利益實(shí)現(xiàn)的背景,同時(shí)還是得以發(fā)展的契機(jī),這是農(nóng)民利益實(shí)現(xiàn)的現(xiàn)實(shí)依據(jù)。 本文認(rèn)為,在經(jīng)濟(jì)轉(zhuǎn)型時(shí)期,農(nóng)民利益實(shí)現(xiàn)具有必要性、可行性與現(xiàn)實(shí)性。在必要性方面,基于經(jīng)濟(jì)轉(zhuǎn)型的特點(diǎn)與農(nóng)業(yè)產(chǎn)業(yè)的弱質(zhì)特征,在利益導(dǎo)向和效率原則的雙重作用下,“三農(nóng)”問題特別是農(nóng)民利益實(shí)現(xiàn)的矛盾愈加突出,對(duì)中國深化改革與現(xiàn)代化建設(shè)的制約愈加明顯；在可行性方面,基于我國農(nóng)民的文化特征及其社會(huì)結(jié)構(gòu)中的實(shí)際地位,其利益訴求指數(shù)往往最低,而對(duì)所獲利益則往往倍加珍惜和守護(hù)。同時(shí),結(jié)合現(xiàn)有農(nóng)村人口轉(zhuǎn)移與國家財(cái)力等實(shí)際狀況的分析,實(shí)現(xiàn)農(nóng)民利益具有一定條件與基礎(chǔ)；在現(xiàn)實(shí)性方面,基于投資與出口戰(zhàn)略向內(nèi)需戰(zhàn)略的轉(zhuǎn)移,結(jié)合農(nóng)民在人口總量中的基數(shù)與利益實(shí)現(xiàn)空間的正視,農(nóng)民利益的實(shí)現(xiàn)具有啟動(dòng)內(nèi)需和拉動(dòng)經(jīng)濟(jì)的作用,在經(jīng)濟(jì)轉(zhuǎn)型中具有實(shí)現(xiàn)利益的現(xiàn)實(shí)基礎(chǔ)。 本文認(rèn)為,在經(jīng)濟(jì)轉(zhuǎn)型時(shí)期,農(nóng)民利益實(shí)現(xiàn)需要建立內(nèi)外聯(lián)動(dòng)機(jī)制�；诮�(jīng)濟(jì)轉(zhuǎn)型特點(diǎn)與農(nóng)業(yè)產(chǎn)業(yè)特征的認(rèn)識(shí),同時(shí)結(jié)合我國社會(huì)經(jīng)濟(jì)、政治與社會(huì)發(fā)展的歷史和現(xiàn)實(shí)的分析,充分說明農(nóng)民利益不是一個(gè)純粹的經(jīng)濟(jì)問題,需要經(jīng)濟(jì)、政治與社會(huì)的同步發(fā)展。因此,農(nóng)民利益的實(shí)現(xiàn),需要農(nóng)民、政府與市場(chǎng)在經(jīng)營體制、制度與政策、市場(chǎng)體系的建設(shè)與發(fā)展等方面形成合力,是產(chǎn)業(yè)內(nèi)在發(fā)展強(qiáng)度與外部支持力度綜合作用的結(jié)果。
[Abstract]:Study on the realization of the interests of farmers in the period of economic transformation, is a historical problem, but also a realistic problem; is not only a theoretical problem, but also a practical problem. Based on this, the Marx doctrine about the interests of farmers to achieve the theoretical explanation based on economic transformation as the background, the farmers' interests as the core, realize the path as the foothold, in the interests of farmers to achieve restriction factor analysis based on the path from two aspects such as the development of motivation of "endogenous" and "foreign aid" market construction, the interests of farmers are studied. The thesis will be the interests of farmers as the core of the "problem", in accordance with the "problem" is put forward to the "problem" of the analysis, and then to solve the problem of logical thinking "the formation of this structure and content.

Analysis of "problem". Compared with the existing relevant research to achieve the interests of farmers, this paper chooses two perspectives on the farmers' interests are studied and makes the conclusion: one is the analysis of the characteristics of the "three rural" as the basis of the research. Face the problem of "three agriculture" and its characteristics, and play its own role of peasants in history and in reality, grasp agriculture the direction of development, respect the rural social and cultural characteristics, which is the basis for realization of the interests of farmers; the two is the analysis of the influence of economic transformation as the starting point of the research. The establishment of "transformation of economic development mode and strategy based on the understanding of domestic demand, combined with the characteristics and status of agriculture, economic transformation is not only the interests of farmers to achieve the background at the same time, or the development opportunity, this is reality on the basis of the interests of farmers to achieve.
This paper argues that, in the economic transformation period, realize the interests of farmers has the necessity, feasibility and reality. In the aspect of the necessity, characteristics and weakness of agricultural industrialization and economic transformation based on the principle of interest in the dual role of orientation and efficiency, "three rural" problems especially the contradiction between the interests of farmers to achieve more outstanding, restrict China on deepening reform and modernization construction is obvious; in terms of feasibility, the actual status of culture characteristic and the social structure of farmers in China based on the interests of the index is often on the benefits of the lowest, tend to cherish and protect. At the same time, combined with the actual situation of the existing rural population transfer and national finance. To achieve the interests of farmers with certain conditions and foundation; in reality, based on the transfer of investment and export strategy to domestic demand strategy, combined with farmers in the population of The cardinality and the interest should be envisaged. The realization of farmers' interests has the function of stimulating domestic demand and stimulating the economy, and realizing the realistic basis of interests in economic transformation.
This paper argues that, in the economic transition period, the interests of farmers realize the need to establish internal and external linkage mechanism. The economic understanding of the characteristics and agricultural industry characteristics of the transformation based on the combination of China's social economy at the same time, analysis of the political and social development of history and reality, fully explain the interests of farmers is not a pure economic problem, need economic, political development with the society. Therefore, to achieve the interests of farmers, the needs of farmers, the government and the market in the operating system, system and policy, market system construction and development to form a cohesive force, internal strength and industry development is the result of comprehensive effect of external support.
