【摘要】：“網(wǎng)絡(luò)群體事件”是近年來出現(xiàn)的流行語,是指在互聯(lián)網(wǎng)上發(fā)生的有較多網(wǎng)民參與討論的事件,網(wǎng)絡(luò)群體事件一般以政府官員行為、突發(fā)性重大案件為焦點(diǎn),通過網(wǎng)絡(luò)的高速性和廣泛性達(dá)到大規(guī)模網(wǎng)民關(guān)注和響應(yīng)。網(wǎng)絡(luò)群體事件對(duì)重大事件的曝光和討論,形成了強(qiáng)大的公眾輿論,對(duì)事件本身起到了一定的監(jiān)督作用,同時(shí)也帶來了一些負(fù)面影響。網(wǎng)群事件具有復(fù)雜性、易放大性、發(fā)展趨勢(shì)不確定性(難應(yīng)對(duì)性)等特點(diǎn),面對(duì)這樣的突發(fā)危機(jī)事件,政府、社會(huì)、公眾如何應(yīng)對(duì)是擺在我們面前的嚴(yán)峻問題。探尋網(wǎng)絡(luò)在群體事件中的功能并準(zhǔn)確定位,研究有效地對(duì)策,可以為服務(wù)型政府行使公共權(quán)力處理好網(wǎng)絡(luò)輿論難題,解決好政府與公眾、公眾與公眾之間的沖突,維護(hù)好網(wǎng)絡(luò)安全,構(gòu)建公民社會(huì),疏通公眾訴求渠道等方面帶來諸多益處,亦可進(jìn)一步深化和推動(dòng)該領(lǐng)域的研究。 Investigation for Situation and Strategy of Internet Group Events "Network group event" is the buzzword in recent years, is occurring on the Internet have more Internet users participate in the discussion of the events, network groups, government officials generally conduct the event, focus on major cases of sudden, high-speed network and extensive attention and response to large-scale users. Network groups the exposure incident on the major events and discussions, the formation of a strong public opinion on the events themselves played a supervisory role, but also brought some negative impacts. Network group event has complexity, easy to zoom, development trend of uncertainty (hard to deal with sex), and other features, the face of this unexpected crisis, government, society, the public how to respond in front of us is a serious problem. Network in groups to explore the function of the incident and accurate positioning of the effective measures for service-oriented government to handle the exercise of public power network consensus problem, solve the government and the public, the conflict between the public and the public, safeguard network security, build civil society, to clear the channels of public demand to bring about many benefits, but also to further deepen and promote research in the field.
[Abstract]:"Network group event" is a popular word that appears in recent years. It refers to the event that has more netizens to participate in the discussion on the Internet. The network group event is generally focused on the behavior of government officials and sudden and important cases. Through the high-speed and extensiveness of the network to achieve large-scale attention and response of Internet users. Network events to the exposure and discussion of major events, formed a strong public opinion, the event itself has played a certain role in supervision. At the same time, it also brings some negative effects. Network group events have the characteristics of complexity, easy amplification, uncertainty of development trend (difficult to cope with) and so on. In the face of such sudden crisis, the government and society. How to deal with the public is a serious problem in front of us. Exploring the function of the network in group events and accurately positioning, studying effective countermeasures, can be used for the service-oriented government to exercise public power to deal with the network public opinion problems. To solve the conflict between the government and the public, between the public and the public, to maintain the network security, to build a civil society, to dredge the channels of public appeal brings many benefits.
