【摘要】：隨著全球變暖現(xiàn)象的日益嚴重,如何應對氣候變化也成為了國際舞臺上重大的議題。然而,各個主權(quán)國家出于自身利益的考量,再加上目前國際社會還沒有對各國二氧化碳等溫室氣體減排規(guī)則、減排數(shù)據(jù)完全達成一致,全球氣候治理尚未取得重大的突破。作為一支新興的力量,非政府組織以其明確的宗旨、特有的優(yōu)勢,已經(jīng)在全球氣候治理領(lǐng)域內(nèi)扮演了重要的角色。本文研究的是非政府組織在氣候變暖的背景下,參與全球氣候治理。第一部分,分析了在全球氣候治理框架下的非政府組織。這部分內(nèi)容首先概述了氣候變化問題的提出,全球氣候治理的現(xiàn)狀。接著分析了氣候治理中的非政府組織,包括它的概念、特點、分類、歷史演變和其參與全球氣候治理的必要性。第二部分,分析了目前非政府組織在全球氣候治理中發(fā)揮的作用。主要突出了非政府組織在參與氣候治理中所扮演的角色,現(xiàn)有的參與模式和所發(fā)揮的具體作用。第三部分,分析了目前非政府組織參與氣候治理所遇到的問題和挑戰(zhàn)。遇到的問題和挑戰(zhàn)既有非政府組織自身組織管理上的缺陷,也有來自外部的國際環(huán)境和主權(quán)國家的挑戰(zhàn)。第四部分,分析了非政府組織參與全球氣候治理的一些對策。為了更好地發(fā)揮自身在全球氣候治理中的作用,非政府組織一方面必須加強自身的管理和建設(shè),來提高自己參與氣候治理的能力,另一方面,非政府組織也應該優(yōu)化參與氣候治理的策略。這些策略包括雙層次參與策略、合作博弈策略以及戰(zhàn)略管理策略。只有這兩者結(jié)合,才能更好地發(fā)揮非政府組織全球氣候治理的作用。
[Abstract]:With the global warming phenomenon is increasingly serious, how to deal with climate change has become a major issue in the international arena. However, the sovereignty of all countries for their own interests, coupled with the current international community is not on greenhouse gas emission reduction of carbon dioxide emission reduction countries rules, data complete agreement, the global climate governance has not yet achieved a major breakthrough as a new force, non governmental organizations with its clear purpose, unique advantages, has played an important role in the field of global climate governance. This paper is a study of non governmental organizations in the context of climate warming in the global climate governance. The first part analyzes the non-governmental organizations in the framework of the global under the control of the climate. This part first summarized the issue of climate change, the status of global climate governance. Then analyzes the non government Climate Governance in The organization, including its concept, characteristics, classification, historical evolution and its necessity in the global climate governance. The second part analyzes the current non-governmental organizations play in the global climate governance role. The main highlights of the play NGO participation in climate governance role, the existing mode of participating in play the specific role. The third part analyzes the non-governmental organizations involved in climate governance problems and challenges. The problems and challenges existing defects of the NGO's own organization and management, but also from the external international environment and sovereignty challenge. The fourth part analyzes some countermeasures of NGO participation the global climate governance. In order to better play its role in the global climate governance, non-governmental organizations must strengthen the management and construction of its own, to improve their participation and climate The government, on the other hand, non-governmental organizations should also participate in the optimization of climate governance strategies. These strategies include two levels of participation strategy, cooperative game strategy and strategic management strategy. Only the combination of the two, in order to better play the NGO global climate governance role.
