【摘要】：兒童,是一個人來到這世界的第一個階段,也是生理,心理開始發(fā)展的階段。從理論和實(shí)踐上說,兒童的健康、福祉都與一個國家的命運(yùn)和政府的政績緊密相連。隨著時代發(fā)展,隨著文化意識的進(jìn)步和文明程度的提高,人們越來越意識到兒童的權(quán)益應(yīng)該得到保護(hù),社會也有義務(wù)滿足兒童的基本身心需要,并且為兒童的發(fā)展提供盡可能多的幫助。在涉及到兒童權(quán)利和兒童保護(hù)領(lǐng)域中,兒童虐待是我們不可忽視的一個重要問題。然而,由于中國傳統(tǒng)文化的影響,兒童被認(rèn)為是父母的附屬品,父母可以對其任意處罰�！肮靼舻紫鲁鲂⒆印北患议L作為一種正當(dāng)?shù)墓芙谭绞?被普遍接受和采用。而大眾也認(rèn)為“這是別人的家事,旁人也不便插手”。這兩種態(tài)度也使兒童遭受家庭虐待常常被隱蔽起來,沒有得到社會的關(guān)注。同時,兒童防虐的法律體系、行政保護(hù)體系和社會服務(wù)類機(jī)構(gòu)不完善,不專業(yè),從而使得遭受家庭虐待的兒童得到應(yīng)有的保護(hù)。這就要求我們盡快構(gòu)建針對兒童虐待的防止體系。本研究采用質(zhì)性研究的個案研究法,通過對S機(jī)構(gòu)工作人員進(jìn)行半結(jié)構(gòu)式訪談和查找文獻(xiàn)收集資料,了解我國和域外國家針對兒童虐待問題的現(xiàn)有的預(yù)防措施。分析我國大陸地區(qū)在構(gòu)建防止兒童虐待本土化體系存在的困境,并從社會文化視角切入,建構(gòu)有關(guān)兒童虐待的中國本土概念,在借鑒域外有關(guān)兒童虐待防治成功經(jīng)驗(yàn)的基礎(chǔ)上,針對我國在建構(gòu)和完善本土化受虐兒童保護(hù)體系上提出一些建議。
[Abstract]:Children, is the first stage of a person to come to this world, but also the physical and psychological development of the stage. Theoretically and practically speaking, the health of children. The well-being is closely linked to the fate of a country and the achievements of the government. With the development of the times, with the progress of cultural awareness and the improvement of civilization, people are increasingly aware that the rights and interests of children should be protected. It is also the duty of society to meet the basic physical and mental needs of children and to provide as much assistance as possible for their development... in the field of child rights and child protection. Child abuse is an important issue that we should not ignore. However, due to the influence of Chinese traditional culture, children are regarded as parents' accessories. Parents are free to punish them. "filial piety under a stick" is accepted and adopted by parents as a proper form of discipline. The public also thinks that "this is someone else's family business." These two attitudes also cause children to suffer from domestic abuse and are often hidden from the attention of the society. At the same time, the legal system of child abuse prevention. Administrative protection system and social service institutions are imperfect and unprofessional. So that children who have been abused by the family should be protected. This requires us to set up the prevention system of child abuse as soon as possible. Through the S organization staff semi-structured interviews and search for literature collection. To understand the existing preventive measures against child abuse in China and foreign countries. To analyze the difficulties of constructing the localization system of child abuse in mainland China, and from the perspective of social culture. On the basis of reference to the successful experiences in the prevention and treatment of child abuse outside China, some suggestions are put forward to construct and perfect the local child abuse protection system in China.
