【摘要】：城鄉(xiāng)發(fā)展一體化是解決"三農(nóng)"問題的根本途徑。當(dāng)前,我國城鄉(xiāng)之間、區(qū)域之間還存在許多差距,城鄉(xiāng)協(xié)調(diào)發(fā)展不平衡,生活消費(fèi)、教育、衛(wèi)生、公共服務(wù)、社會保障存在很大差距。城鄉(xiāng)差別在很大程度上影響了我國經(jīng)濟(jì)社會各項事業(yè)的發(fā)展�？s小城鄉(xiāng)差別,推進(jìn)城鄉(xiāng)一體化發(fā)展是亟待解決的任務(wù)。山東省統(tǒng)籌區(qū)域發(fā)展,創(chuàng)造性地提出了山東半島城市群發(fā)展國家戰(zhàn)略,已經(jīng)成為山東經(jīng)濟(jì)發(fā)展的新增長點(diǎn)。要加大統(tǒng)籌城鄉(xiāng)發(fā)展力度,增強(qiáng)農(nóng)村發(fā)展活力,逐步縮小城鄉(xiāng)差距,促進(jìn)城鄉(xiāng)共同繁榮,帶動城鄉(xiāng)一體化發(fā)展。要加強(qiáng)城鄉(xiāng)一體化規(guī)劃建設(shè),充分發(fā)揮龍頭城市的輻射帶動作用;加快發(fā)展小城鎮(zhèn),增強(qiáng)示范帶動能力;發(fā)展縣域經(jīng)濟(jì),提升縣城區(qū)位品牌;實施縱向、橫向聯(lián)合,按功能定位城市規(guī)模;實施外向型戰(zhàn)略,搭建經(jīng)濟(jì)全球化平臺。
[Abstract]:The integration of urban and rural development is the fundamental way to solve the problem of agriculture, rural areas and farmers. At present, there are still many gaps between urban and rural areas and regions, such as unbalanced coordinated development between urban and rural areas, living consumption, education, health, public services and social security. To a great extent, the difference between urban and rural areas has affected the development of various economic and social undertakings in our country. Narrowing the difference between urban and rural areas and promoting the integrated development of urban and rural areas is an urgent task to be solved. Shandong Province has planned the regional development and creatively put forward the national strategy of the development of Shandong Peninsula urban agglomeration, which has become a new growth point of Shandong's economic development. It is necessary to strengthen the overall planning of urban and rural development, enhance the vitality of rural development, gradually narrow the gap between urban and rural areas, promote the common prosperity of urban and rural areas, and promote the integrated development of urban and rural areas. It is necessary to strengthen the planning and construction of urban-rural integration and give full play to the radiation driving role of leading cities; speed up the development of small towns and enhance the driving ability of demonstration; develop the county economy and enhance the location brand of county towns; implement vertical and horizontal combination to locate the scale of the city according to its function; implement export-oriented strategy and build a platform for economic globalization.
