【摘要】：基本公共服務(wù)均等化是我國(guó)全面實(shí)現(xiàn)小康社會(huì)目標(biāo)的重要內(nèi)容。本文選取山東省17個(gè)地市2005-2014的數(shù)據(jù)資料,從教育服務(wù)、醫(yī)療衛(wèi)生服務(wù)、基礎(chǔ)設(shè)施和社會(huì)保障四個(gè)方面構(gòu)建指標(biāo)體系,利用泰爾指數(shù)分析了山東省基本公共服務(wù)整體、區(qū)域之間和區(qū)域內(nèi)部均等化水平,發(fā)現(xiàn)山東省整體均等化水平在提高,區(qū)域之間差距在縮小,區(qū)域內(nèi)部還存在明顯不均等現(xiàn)象。利用熵值法計(jì)算了各年份和各地市在基本公共服務(wù)各方面的綜合得分,在此基礎(chǔ)上對(duì)山東省基本公共服務(wù)均等化的空間演變進(jìn)行了分析,研究發(fā)現(xiàn)山東省基本公共服務(wù)空間格局分布整體上是"北強(qiáng)南弱、東強(qiáng)西弱、中心突出"的局面。最后,根據(jù)實(shí)證測(cè)度結(jié)果提出了相關(guān)的政策建議。
[Abstract]:The equalization of basic public services is an important part of realizing the goal of well-off society in an all-round way in our country. Based on the data of 17 prefectures and cities in Shandong Province in 2005 / 2014, this paper constructs the index system from four aspects: educational service, medical and health service, infrastructure and social security, and analyzes the level of equality of basic public services in Shandong Province as a whole, between regions and within regions by using Tyre Index. It is found that the overall level of equality in Shandong Province is improving, the gap between regions is narrowing, and there are still obvious inequalities within the region. The entropy method is used to calculate the comprehensive scores of basic public services in each year and cities. On this basis, the spatial evolution of the homogenization of basic public services in Shandong Province is analyzed. It is found that the spatial pattern distribution of basic public services in Shandong Province as a whole is "strong in the north and weak in the south, strong in the east and weak in the west, and the center is prominent". Finally, according to the empirical measurement results, the relevant policy recommendations are put forward.
