【摘要】：經(jīng)濟新常態(tài)是當前經(jīng)濟與社會發(fā)展的"大邏輯",現(xiàn)階段我國社會保障體系的建設(shè)與發(fā)展,也必須要適應(yīng)和遵循這個基本邏輯。經(jīng)濟新常態(tài)下我國社會保障體系建設(shè)所面臨的問題主要包括:經(jīng)濟基本面決定發(fā)展環(huán)境并加劇財務(wù)方面的壓力;經(jīng)濟結(jié)構(gòu)優(yōu)化和創(chuàng)新驅(qū)動提出了更高的要求;社會保障體系的再分配功能更關(guān)乎社會公平;社會保障體系的消費促進效應(yīng)亟待充分發(fā)揮�；诮�(jīng)濟發(fā)展的新常態(tài)以及社會保障體系建設(shè)與發(fā)展的現(xiàn)狀,現(xiàn)階段深化社會保障體系改革應(yīng)當把握好以下四個方面:一是通過完善頂層設(shè)計解決定位與碎片化等問題;二是通過推進城鄉(xiāng)一體化解決公平問題;三是通過加強基金管理解決安全性與持續(xù)性問題;四是通過穩(wěn)步提升保障水平來解決擴大內(nèi)需與發(fā)揮更大的積極效應(yīng)的問題。
[Abstract]:The new normal of economy is the "big logic" of current economic and social development. At present, the construction and development of social security system in our country must also adapt to and follow this basic logic. The problems faced by the construction of social security system in China under the new economic normal mainly include: the economic fundamentals determine the development environment and aggravate the financial pressure; the optimization of economic structure and innovation drive put forward higher requirements; the redistribution function of social security system is more related to social equity; and the consumption promotion effect of social security system needs to be brought into full play. Based on the new normal of economic development and the present situation of the construction and development of social security system, the following four aspects should be grasped in order to deepen the reform of social security system at the present stage: one is to solve the problems of positioning and fragmentation by perfecting the top-level design; the other is to solve the problem of fairness by promoting the integration of urban and rural areas; Fourth, we should steadily improve the level of security to solve the problem of expanding domestic demand and exerting greater positive effects.
