【摘要】：為試圖解決農(nóng)地市場(chǎng)化流轉(zhuǎn)中的農(nóng)業(yè)適度規(guī)模經(jīng)營政策激勵(lì)與農(nóng)民轉(zhuǎn)出(退出)農(nóng)地的生存保障問題,本文提出農(nóng)地流轉(zhuǎn)公積金制度設(shè)想。對(duì)9個(gè)省(區(qū)、市)496戶農(nóng)戶的問卷調(diào)查結(jié)果顯示,在所有受訪者中,農(nóng)地流轉(zhuǎn)公積金制度條件下愿意轉(zhuǎn)入和轉(zhuǎn)出農(nóng)地的農(nóng)戶比例分別為57.8%和51.6%,表明該制度設(shè)想中針對(duì)農(nóng)地轉(zhuǎn)入方和轉(zhuǎn)出方的激勵(lì)與保障內(nèi)容符合多數(shù)農(nóng)戶的利益訴求。運(yùn)用Gologit模型對(duì)農(nóng)地流轉(zhuǎn)公積金制度設(shè)想條件下農(nóng)戶農(nóng)地流轉(zhuǎn)意愿的影響因素進(jìn)行分析發(fā)現(xiàn):戶主年輕、有農(nóng)地經(jīng)營借貸需求、參加了農(nóng)業(yè)保險(xiǎn)與農(nóng)民專業(yè)合作社、家庭農(nóng)業(yè)收入占比較高或處于經(jīng)濟(jì)發(fā)展水平較高地區(qū)的農(nóng)戶,農(nóng)地流轉(zhuǎn)公積金制度設(shè)想條件下具有較高農(nóng)地轉(zhuǎn)入意愿程度的可能性更大;戶主文化程度為初中和高中及以上、戶主從業(yè)領(lǐng)域?yàn)榧鏄I(yè)和非農(nóng)業(yè)、沒有過農(nóng)地流轉(zhuǎn)行為、沒有參加農(nóng)民專業(yè)合作社、家庭農(nóng)業(yè)收入占比和家庭勞動(dòng)力占比較低、認(rèn)為社會(huì)保障水平較高、所在村到附近城鎮(zhèn)的距離較近的農(nóng)戶,農(nóng)地流轉(zhuǎn)公積金制度設(shè)想條件下具有較高農(nóng)地轉(zhuǎn)出意愿程度的可能性更大。
[Abstract]:In order to solve the problems of agricultural moderate scale management policy incentive and the survival guarantee of farmers transferring (withdrawal) farmland in the process of agricultural land marketization circulation, this paper puts forward the idea of farmland transfer provident fund system. The results of questionnaire survey on 496 farmers in 9 provinces (autonomous regions, cities) showed that among all the interviewees, the proportion of farmers who were willing to transfer and transfer farmland under the condition of farmland transfer provident fund system were 57.8% and 51.6%, respectively, indicating that the incentive and guarantee contents of the system were in line with the interests of most farmers. The Gologit model is used to analyze the influencing factors of farmers' willingness to transfer farmland under the assumption of farmland transfer provident fund system. It is found that the household head is young, has the demand of farmland management and borrowing, participates in agricultural insurance and farmers' professional cooperatives, and the farmers with higher household agricultural income or in areas with high level of economic development are more likely to have a higher degree of willingness to transfer farmland under the assumption of farmland transfer provident fund system. The educational level of the head of household is junior high school and senior high school and above, the field of household employment is part-time and non-agricultural, there is no behavior of farmland transfer, no participation in farmers' professional cooperatives, the proportion of family agricultural income and family labor force is relatively low, it is considered that farmers with higher social security level and close distance from their villages to nearby towns are more likely to have a higher degree of willingness to transfer agricultural land under the conditions of the farmland transfer provident fund system.
