【摘要】：十八大報告提出,“發(fā)展多種形式規(guī)模經(jīng)營,構(gòu)建集約化、專業(yè)化、組織化、社會化相結(jié)合的新型農(nóng)業(yè)經(jīng)營體系”。這為我國傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的轉(zhuǎn)變指明了方向,意義重大,影響深遠(yuǎn)。溫州位于我國東部,作為國內(nèi)經(jīng)濟(jì)較為發(fā)達(dá)的地級市,其農(nóng)業(yè)經(jīng)濟(jì)發(fā)展具有東部特色。泰順縣作為溫州的主要農(nóng)業(yè)縣之一,發(fā)揮山區(qū)生態(tài)優(yōu)勢,在大力發(fā)展生態(tài)農(nóng)業(yè)的同時,促進(jìn)新型農(nóng)業(yè)經(jīng)營主體的發(fā)展。據(jù)官方統(tǒng)計,截至2015年初,泰順縣擁有60多家農(nóng)業(yè)類企業(yè),300多家家庭農(nóng)場,農(nóng)民專業(yè)合作社近2000家。但是,泰順縣新型農(nóng)業(yè)經(jīng)營主體特別是作為新型農(nóng)業(yè)經(jīng)營主體的代表——家庭農(nóng)場的發(fā)展仍然存在著一些問題,例如土地資源日益稀缺,承租關(guān)系不穩(wěn)定;前期資本投入較大,后期融資補(bǔ)充不足;組織能力有待加強(qiáng),產(chǎn)業(yè)布局缺少規(guī)劃等。為此,本碩士論文重點(diǎn)以家庭農(nóng)場為研究對象,鑒于理論疏理和文獻(xiàn)分析的基礎(chǔ)上,通過對泰順縣新型農(nóng)業(yè)經(jīng)營主體中家庭農(nóng)場發(fā)展的現(xiàn)狀、存在問題及其原因進(jìn)行分析,并提出了相應(yīng)政策建議,即完善土地流轉(zhuǎn)機(jī)制,提高土地流轉(zhuǎn)效率;建立健全農(nóng)村社會保障體系,解除農(nóng)民的后顧之憂;加大財政金融支持,解決農(nóng)場融資難題;多方加強(qiáng)技術(shù)指導(dǎo),提高從業(yè)人員素質(zhì);健全公共服務(wù)體系,明確產(chǎn)業(yè)發(fā)展方向;整合扶持資源合力,打造典型示范名片等。
[Abstract]:The report of the 18th National Congress of the Communist Party of China (CPC) puts forward that "developing various forms of scale management and constructing a new agricultural management system combining intensification, specialization, organization and socialization". This points out the direction for the transformation from traditional agriculture to modern agriculture, which is of great significance and far-reaching influence. Wenzhou is located in the east of China. As a prefecture-level city with more developed domestic economy, Wenzhou's agricultural economic development has the characteristics of the east. As one of the main agricultural counties in Wenzhou, Taishun County gives full play to the ecological advantages of mountain areas and promotes the development of new agricultural management subjects while vigorously developing ecological agriculture. According to official statistics, by the beginning of 2015, Taishun County had more than 60 agricultural enterprises, more than 300 family farms and nearly 2000 farmers' professional cooperatives. However, there are still some problems in the development of family farms, especially as the representative of new agricultural management subjects in Taishun County, such as the increasing scarcity of land resources and the instability of rent-bearing relationship; the large capital investment in the early stage, the shortage of financing in the later stage, the lack of organizational capacity, the lack of planning of industrial layout, and so on. Therefore, this master's thesis focuses on family farms as the research object, in view of the theoretical dredging and literature analysis, through the analysis of the current situation, existing problems and causes of the development of family farms in the new agricultural management body of Taishun County, and puts forward the corresponding policy suggestions, that is, to improve the land circulation mechanism, improve the efficiency of land transfer, establish and improve the rural social security system, relieve farmers of their worries. Increase financial support, solve the difficult problems of farm financing; strengthen technical guidance to improve the quality of employees; improve the public service system, clear the direction of industrial development; integrate and support the joint force of resources to create typical demonstration business cards, and so on.
