【摘要】：基本社會保障是我國基本公共服務的核心組成部分,其均等化能否順利推進充分體現(xiàn)著政府治理能力的現(xiàn)代化水平。在界定基本社會保障范疇的基礎上,探討均等化的性質進而闡述基本社會保障均等化的內(nèi)涵與特征,以此為依據(jù),分別從區(qū)域均等、城鄉(xiāng)均等與群體均等三個方面構建了基本社會保障均等化的測度指標體系,為推進基本社會保障均等化實踐提供借鑒和參考。
[Abstract]:The basic social security is the core part of the basic public service in China. On the basis of defining the category of basic social security, this paper discusses the character of equalization and then expounds the connotation and characteristics of the equalization of basic social security. Based on this, the paper constructs the measurement index system of basic social security equalization from three aspects:regional equalization, urban and rural equalization and group equalization, which provides reference for promoting the practice of basic social security equalization.
