【摘要】：農(nóng)村社會(huì)福利的主要目的是提高農(nóng)民的物質(zhì)需求和生活水平。農(nóng)村社會(huì)福利是社會(huì)保障的最大體現(xiàn),也是全面假設(shè)和諧社會(huì)、促進(jìn)社會(huì)長(zhǎng)治久安的重要保障。目前我國(guó)社會(huì)福利制度尚未健全,仍受二元經(jīng)濟(jì)影響,農(nóng)村社會(huì)福利制度處于停滯狀態(tài)。自從“社會(huì)主義新農(nóng)村建設(shè)”提出以后,農(nóng)村社會(huì)福利的制度建設(shè)各受關(guān)注。社會(huì)福利是農(nóng)村社會(huì)穩(wěn)定和諧發(fā)展的前提條件。若農(nóng)村社會(huì)福利制度建設(shè)嚴(yán)重滯后,會(huì)引起矛盾。改革開(kāi)放30年來(lái),新疆農(nóng)村社會(huì)福利制度不斷健全與發(fā)展,取得了很大成績(jī),但是受眾多因素的影響在此過(guò)程中仍然存在一些問(wèn)題,比如農(nóng)村福利項(xiàng)目單一,農(nóng)村社會(huì)福利投資不夠,農(nóng)民自身素質(zhì)不高等問(wèn)題。隨著新疆經(jīng)濟(jì)的快速發(fā)展,建立一套完善社會(huì)福利制度已成為擺在政府面前的中心議題。本文通過(guò)對(duì)新疆農(nóng)村社會(huì)福利問(wèn)題的研究,分析了新疆農(nóng)村福利的現(xiàn)狀,存在的問(wèn)題以及結(jié)合上述分析,提出了完善新疆農(nóng)村社會(huì)福利的針對(duì)性的對(duì)策建議。本文的內(nèi)容按一下幾個(gè)部分組成。第一部分,緒論。這一部分介紹了論文的研究背景、研究意義、研究?jī)?nèi)容和論文創(chuàng)新點(diǎn)。國(guó)內(nèi)外學(xué)者對(duì)社會(huì)福利的相關(guān)研究進(jìn)行梳理、歸納并簡(jiǎn)單的評(píng)述,為整個(gè)論文的研究奠定了理論基礎(chǔ)。第二部分,社會(huì)福利的相關(guān)概念。這一部分介紹農(nóng)村社會(huì)福利的定義,完善農(nóng)村社會(huì)福利的意義,國(guó)家在農(nóng)村社會(huì)福利建設(shè)中的主導(dǎo)作用。第三部分,新疆社會(huì)福利的歷史回顧以及現(xiàn)狀。這一部分首先介紹新疆農(nóng)村社會(huì)福利歷史過(guò)程。新疆農(nóng)村社會(huì)福利經(jīng)歷了三個(gè)階段,初步階段、徘徊與發(fā)展階段、改革與進(jìn)一步發(fā)展階段。其次,介紹新疆農(nóng)村社會(huì)福利現(xiàn)狀,包括老年人福利、醫(yī)療健康福利、農(nóng)村文化福利、農(nóng)村教育福利、農(nóng)村基礎(chǔ)設(shè)施福利并農(nóng)村住房福利的現(xiàn)狀進(jìn)行了簡(jiǎn)單探討。第四部分,新疆農(nóng)村社會(huì)福利中存在的問(wèn)題。新疆農(nóng)村社會(huì)福利中主要存在的問(wèn)題包括城鄉(xiāng)福利事業(yè)的發(fā)展不平衡、缺乏農(nóng)村社會(huì)福利的資金投入及農(nóng)村社會(huì)福利制度建設(shè)總體水平低。第五部分,完善新疆農(nóng)村社會(huì)福利的對(duì)策建議。這一部分為本文的結(jié)尾部分,亦是本文重中之重。提出的建議主要有:國(guó)家要發(fā)揮農(nóng)村社會(huì)福利建設(shè)中的主導(dǎo)作用、統(tǒng)籌發(fā)展城鄉(xiāng)福利事業(yè)、提高農(nóng)村社會(huì)福利的總體水平。
[Abstract]:The main purpose of rural social welfare is to improve the material needs and living standards of farmers. Rural social welfare is not only the greatest embodiment of social security, but also an important guarantee for the comprehensive assumption of a harmonious society and the promotion of long-term social stability. At present, the social welfare system of our country is not perfect, still affected by the dual economy, and the rural social welfare system is in a stagnant state. Since the construction of new socialist countryside was put forward, the system construction of rural social welfare has been paid more and more attention. Social welfare is a prerequisite for the stable and harmonious development of rural society. If the construction of rural social welfare system lags behind seriously, it will cause contradictions. In the past 30 years of reform and opening up, Xinjiang's rural social welfare system has been continuously improved and developed, and great achievements have been made. However, under the influence of many factors, there are still some problems in this process, such as the single rural welfare project, the insufficient investment in rural social welfare, and the low quality of farmers themselves. With the rapid development of Xinjiang economy, the establishment of a set of perfect social welfare system has become the central issue in front of the government. Based on the study of rural social welfare in Xinjiang, this paper analyzes the present situation and existing problems of rural welfare in Xinjiang, and puts forward some countermeasures and suggestions for perfecting rural social welfare in Xinjiang. The content of this article is composed of several parts. The first part is the introduction. This part introduces the research background, research significance, research content and innovation of the paper. Scholars at home and abroad sort out the related research of social welfare, sum up and briefly comment on it, which lays a theoretical foundation for the research of the whole paper. The second part is the related concepts of social welfare. This part introduces the definition of rural social welfare, the significance of perfecting rural social welfare, and the leading role of the state in rural social welfare construction. The third part is the historical review and present situation of social welfare in Xinjiang. This part first introduces the historical process of rural social welfare in Xinjiang. Xinjiang rural social welfare has gone through three stages, the initial stage, the wandering and development stage, the reform and further development stage. Secondly, it introduces the present situation of rural social welfare in Xinjiang, including the welfare of the elderly, medical and health welfare, rural cultural welfare, rural education welfare, rural infrastructure welfare and rural housing welfare. The fourth part, Xinjiang rural social welfare problems. The main problems in rural social welfare in Xinjiang include the unbalanced development of urban and rural welfare, the lack of capital investment in rural social welfare and the low overall level of rural social welfare system construction. The fifth part, improve the Xinjiang rural social welfare countermeasures and suggestions. This part is the end of this paper, but also the most important part of this paper. The main suggestions are as follows: the state should give full play to the leading role in the construction of rural social welfare, coordinate the development of urban and rural welfare undertakings, and improve the overall level of rural social welfare.
