電子行業(yè)職業(yè)技能鑒定管理體制問題的思考

【摘要】:20世紀九十年代以來,隨著社會不斷發(fā)展,為適應(yīng)市場經(jīng)濟體系的需要,我國電子信息化、科技化、現(xiàn)代化的不斷發(fā)展,高技能人才在各行業(yè)領(lǐng)域的迫切需要,為滿足這種需要,國家結(jié)合時代發(fā)展與變化對各行業(yè)的人才培養(yǎng)體制進行了改革與完善。1993年,《中共中央關(guān)于建立社會主義市場經(jīng)濟體制若干問題的決定》,明確指出要在我國實行學(xué)歷文憑和職業(yè)資格兩種證書制度。隨后原勞動部和人事部(現(xiàn)人力資源和社會保障部)還聯(lián)合頒布了《職業(yè)資格證書規(guī)定》,對推行國家職業(yè)資格證書制度作出了整體部署!堵殬I(yè)技能鑒定制度》是由《工人考核條例》演變而生,為各行業(yè)培養(yǎng)合格的技術(shù)人才,職業(yè)資格證書制度由原來的工人八級演變?yōu)槌跫、中級、高級、技師、高級技師五個級別,對勞動者理論和實際操作水平進行綜合性考核,達到企業(yè)用人標準并實行準入制度。職業(yè)技能鑒定發(fā)展至今已經(jīng)20余年,為我國市場經(jīng)濟發(fā)展成功輸送了幾千萬人才,但在成功背后的問題也是存在的,特別是與社會、經(jīng)濟迅速發(fā)展的適應(yīng)性之間的磨合問題,對工作細節(jié)的嚴格程度問題等,這需要職業(yè)技能鑒定各行業(yè)的管理人員不斷思考和探索,對職業(yè)技能鑒定體制中現(xiàn)有問題和潛在問題進行甄別與評估,達到對職業(yè)技能鑒定體制優(yōu)化的作用,起到積極性的意義。本研究選擇電子行業(yè)職業(yè)技能鑒定管理體制為研究對象,對行業(yè)內(nèi)部的管理體制問題進行思考、探索、分析問題并給出相應(yīng)的對策。之所以選擇電子行業(yè)其目的性在于各行各業(yè)的工作都離不開電子信息化,計算機的應(yīng)用普遍存在。另外對電子行業(yè)更高端產(chǎn)業(yè)的人才培養(yǎng)也是行業(yè)內(nèi)部的責任,不僅僅為行業(yè)內(nèi)部輸送人才,也是我國市場經(jīng)濟發(fā)展的技術(shù)保障,電子信息化的發(fā)展與進步代表著社會信息化水平,綜合國力的具體體現(xiàn),對各行業(yè)的發(fā)展起到重大意義。同時對行業(yè)內(nèi)部體制管理的重新審視,也適應(yīng)時代發(fā)展的要求和緊跟國際發(fā)展的腳步;針對電子行業(yè)的社會化管理體制、技術(shù)管理體系、質(zhì)量管理體系的問題進行分析,以及圍繞電子行業(yè)職業(yè)技能鑒定指導(dǎo)中心的職能管理、在管理的執(zhí)行力以及監(jiān)管機制等問題展開分析并給予解決對策,使電子行業(yè)的發(fā)展更加適應(yīng)時代以及國家政策的要求,對行業(yè)內(nèi)相關(guān)制度和流程重新審視和完善具有理論意義。電子行業(yè)發(fā)展近20年來,為社會輸出人才100多萬人,形成了人才培養(yǎng)體系,在全國建立了50家職業(yè)技能一級鑒定站,共培養(yǎng)考評員4000多名,督導(dǎo)員300多名,開展52個職業(yè)的職業(yè)技能鑒定工作,至今開發(fā)職業(yè)標準30個,以及完成了1000個工種題庫的建設(shè),形成了一定的規(guī)模和管理體制,主要針對職業(yè)院校和部分IT企業(yè)開展電子行業(yè)職業(yè)技能鑒定。隨著不斷發(fā)展,體制內(nèi)的問題逐漸顯露,對行業(yè)內(nèi)部管理體制中存在的問題或潛在的問題進行分析、思考并解決才能進一步強化行業(yè)間的競爭力,才能為人才培養(yǎng)提供基本保障。對于電子行業(yè)職業(yè)技能鑒定指導(dǎo)中心來說如何發(fā)揮自身的職能領(lǐng)導(dǎo)和管理下屬機構(gòu),如何對中央政策的正確解讀與實施,職業(yè)技能鑒定管理體制所產(chǎn)生的問題會如何制約電子行業(yè)發(fā)展等問題都是值得思考和研究的,其最終目的就是為了保障合格的高技能人才走向社會為我國經(jīng)濟做貢獻。因此另外選擇職業(yè)技能鑒定管理體制為題的另一個目的是近幾年國務(wù)院大力整合職業(yè)技能鑒定項目,大批職業(yè)被取消或整合,那么對于電子行業(yè)來說如何適應(yīng)社會的進步和國家發(fā)展,適應(yīng)市場經(jīng)濟的需要,這又是一個新的課題。既要完成國家要求的培養(yǎng)人才的任務(wù),又要對其自身的體制問題進行優(yōu)化,才能符合社會要求。我國的電子信息化發(fā)展速度迅猛,科技化和信息化逐漸進入到了各行各業(yè),對電子行業(yè)高技能人才的需求也大大增加。通過對鑒定工作的具體實施過程進行研究,從社會化管理體制、行政管理、技術(shù)指導(dǎo)、實施機構(gòu)工作,具體鑒定工作管理領(lǐng)域等方面進行研究與分析,找出每個方面存在或潛在的問題,分析產(chǎn)生的原因并找出解決對策,同時與國外職業(yè)技能鑒定體制管理進行對比,找出可借鑒的方面并加以分析。最終達到通過本研究能夠令電子行業(yè)的體制管理更加適應(yīng)國家政策和社會發(fā)展,更加適合培養(yǎng)高技能人才的目的。
[Abstract]:Since the 1990 's, with the development of the society, in order to meet the needs of the market economy system, China's electronic information, science and technology, the continuous development of the modernization, the urgent need of the high-skilled talents in the field of each industry, in order to meet this need, In 1993, the decision of the CPC Central Committee on the establishment of a number of problems in the economic system of the socialist market made it clear that two kinds of certificate systems should be applied in China. The Ministry of Labour and the Ministry of Human Resources (now the Ministry of Human Resources and Social Security), together with the Ministry of Human Resources and Social Security, also jointly promulgated the Occupational Qualification Certificate, which has been deployed as a whole to the implementation of the National Professional Qualification Certificate system. "The professional skill identification system" is born from the evolution of the "worker assessment regulations", and provides qualified technical personnel for each industry. The professional qualification certificate system changes from the original worker level 8 to the five levels of the primary, intermediate, senior, technical and senior technicians. Carry out comprehensive assessment on the labor theory and actual operation level, and reach the enterprise employment standard and implement the access system. The development of professional skill identification has been more than 20 years and has successfully delivered tens of millions of talents for the development of the market economy in our country, but the problems behind the success are also the problems of running-in between the adaptability of the society and the economy and the strict degree of the work detail, etc., This requires the management of professional skills to identify and explore the existing problems and potential problems in the professional skill identification system, to achieve the function of the optimization of the professional skill identification system, and to make a positive sense. The purpose of this study is to select the management system of the professional skill of the electronic industry as the research object, to think about the management system in the industry, to explore and analyze the problems and to give the corresponding countermeasures. The purpose of the choice of the electronic industry is that the work of all walks of life can not be separated from the electronic information, and the application of the computer is common. In addition, the talent training of the higher-end industry in the electronic industry is also the responsibility of the industry, not only for the transport of personnel in the industry, but also the technical guarantee of the development of the market economy of our country. The development and progress of the electronic information represent the social informatization level and the comprehensive national strength. It is of great significance to the development of each industry. At the same time, the re-examination of the management of the internal system of the industry also adapts to the requirements of the times and the footsteps of the international development, and analyses the problems of the socialized management system, the technical management system and the quality management system of the electronic industry. as well as the function management around the professional skill identification and guidance center of the electronic industry, the problems of the executive power of the management and the supervision mechanism and the like are analyzed and the solution is solved, so that the development of the electronic industry is more suitable for the times and the requirements of the national policy, It is of theory significance to re-examine and improve the related system and process in the industry. In that past 20 year of the development of the electronic industry, more than 1 million people have been output for the social output, and the personnel training system has been formed. Up to now,30 occupational standards have been developed, and the construction of the question bank of 1000 types of work has been completed, and a certain scale and management system has been formed, mainly for vocational colleges and some of the IT enterprises to carry out the professional skill identification of the electronic industry. With the development of the system, the problems in the system are gradually exposed, and the problems or potential problems existing in the industry's internal management system are analyzed, thought and solved to further strengthen the competitiveness of the industry in order to provide the basic guarantee for the personnel training. How to give full play to the role leadership and management of the subordinate organizations in the guidance center of the professional skill identification and guidance center of the electronic industry, and how to interpret and implement the central policy correctly, It is worth to think and study how to restrict the development of the electronic industry, and the ultimate aim is to guarantee the qualified high-skilled talents to the society to make a contribution to our country's economy. Therefore, another purpose of the problem is to choose the management system of the professional skill identification. In recent years, the State Council has made great efforts to identify the vocational skills, and the large number of occupations have been cancelled or integrated, so how to adapt to the progress of the society and the development of the state in the electronic industry, and to meet the needs of the market economy, This is a new subject. It is not only to complete the task of the country's requirements, but also to optimize its own institutional problems in order to meet the social requirements. The development of electronic information in China is rapid, and the technology and information have gradually entered the various industries, and the demand for high-skilled talents in the electronic industry has also increased greatly. Through the research on the specific implementation process of the appraisal work, the research and analysis are carried out from the aspects of the socialization management system, the administration management, the technical guidance, the implementation of the organization work, the specific identification work management field and the like, and the problems or potential problems in each aspect are found out, The causes of the analysis are analyzed and the countermeasures are found out. Meanwhile, the paper makes a comparison with the management of the foreign professional skill identification system, and finds out the lessons that can be used for reference and analysis. The final achievement can make the system management of the electronic industry more suitable for the national policy and the social development, and is more suitable for cultivating the high-skilled talents.
