【摘要】：扎蘭屯市地處內蒙古自治區(qū)的東北部,是歸屬于內蒙古呼倫貝爾市管轄范圍內的縣級市,扎蘭屯市位于呼倫貝爾市的南部,是呼倫貝爾市副中心城市。我國首次確定的提出"壯大縣域經(jīng)濟,,概念是在2002年黨的十六大報告上,之后又在黨的十六屆三中全會上更一步強調了"要大力發(fā)展縣域經(jīng)濟'",內蒙古自治區(qū)在傳遞中央兩會精神的大會上又提出了 "8337發(fā)展思路",其中也指出了要"著力壯大縣域經(jīng)濟"這一精神,各個省市也都相繼提出了一些有關促進縣域域濟發(fā)展的政策,這說明了縣域經(jīng)濟的發(fā)展在國民經(jīng)濟的發(fā)展當中有著極大的促進作用。扎蘭屯市有著豐富的生態(tài)和旅游資源,區(qū)位優(yōu)勢明顯,有著良好的農牧業(yè)發(fā)展基礎,近年來,扎蘭屯縣域經(jīng)濟發(fā)展有了突破性的進展,但還會在發(fā)展當中遇一瓶頸和問題,本文在已有相關縣域經(jīng)濟內涵和發(fā)展理論的指導下通過對扎蘭屯市縣域經(jīng)濟的發(fā)展展開了綜合分析,分析出了扎蘭屯市在縣域經(jīng)濟發(fā)展當中存在的一些問題,并針對這些問題提出了加快扎蘭屯縣域經(jīng)濟發(fā)展的對策。通過文獻研究和調查研究的方法,依據(jù)扎蘭屯市縣域經(jīng)濟發(fā)展的現(xiàn)況,找出了扎蘭屯在縣域發(fā)展中存在產(chǎn)業(yè)結構發(fā)展不平衡、農牧業(yè)產(chǎn)業(yè)化低、工業(yè)發(fā)展滯后、服務業(yè)規(guī)模較小、城鄉(xiāng)建設發(fā)展緩慢、社會保障矛盾突出、技術性人才流失嚴重、生態(tài)環(huán)境的惡化等問題,并在進行深入分析的基礎上,提出了扎蘭屯市在縣域經(jīng)濟發(fā)展中的前景定位、發(fā)展的基本原則和總體思路。然后提出扎蘭屯應該在以后的發(fā)展中優(yōu)化產(chǎn)業(yè)結構、加強特色農牧業(yè)發(fā)展、加強工業(yè)主導地位、優(yōu)化特色服務業(yè)、推動城鄉(xiāng)同步發(fā)展、提高社會保障力度保障、引進高素質人才從和加強生態(tài)保護等對策。
[Abstract]:Zalantun City, located in the northeast of Inner Mongolia Autonomous region, is a county-level city under the jurisdiction of Hulunbeir City, Inner Mongolia. Zalantun City is located in the south of Hulunbeier City and is the deputy central city of Hulunbeir City. Our country put forward for the first time, "to strengthen the county economy, the concept is in the report of the 16th National Congress of the Communist Party of China in 2002, and then at the third Plenary session of the 16th CPC Central Committee, we put forward more emphasis on" vigorously developing the county economy. " At the general meeting of the Inner Mongolia Autonomous region to convey the spirit of the two sessions of the Central Committee, the Inner Mongolia Autonomous region also put forward "8337 development ideas," which also pointed out the spirit of "making great efforts to strengthen the county economy." All provinces and cities have also put forward some policies to promote the development of economic development in the county area, which shows that the development of the county economy plays a great role in promoting the development of the national economy. Zalantun City is rich in ecological and tourism resources, has obvious location advantages, and has a good foundation for the development of agriculture and animal husbandry. In recent years, the economic development of Zalantun County has made breakthrough progress, but it will also encounter a bottleneck and problem in the development. Under the guidance of the existing connotation and development theory of county economy, this paper makes a comprehensive analysis of the development of county economy in Zalantun City, and analyzes some problems existing in the development of county economy in Zalantun City. In view of these problems, this paper puts forward some countermeasures to speed up the development of Zalantun county economy. Through the method of literature research and investigation and research, according to the present situation of county economic development in Zalantun City, it is found out that Zalantun has unbalanced development of industrial structure, low industrialization of agriculture and animal husbandry and lagging behind in industrial development. The service industry is small, the development of urban and rural construction is slow, the contradiction of social security is prominent, the loss of technical talents is serious, the ecological environment is deteriorating, and on the basis of in-depth analysis, This paper puts forward the prospect orientation, basic principle and overall train of thought of Zalantun city in the development of county economy. Then it is put forward that Zalantun should optimize the industrial structure, strengthen the development of characteristic agriculture and animal husbandry, strengthen the leading position of industry, optimize the characteristic service industry, promote the synchronous development of urban and rural areas, and improve the social security. The introduction of high-quality talents from and strengthen ecological protection and other countermeasures.
