【摘要】：軍人社會(huì)保障是國(guó)家通過立法的形式對(duì)軍人實(shí)施的經(jīng)濟(jì)保障計(jì)劃、社會(huì)政策和經(jīng)濟(jì)制度。其目的是把軍人利益依法置于國(guó)家和社會(huì)的雙重保障之下，從而保護(hù)軍人的合法權(quán)益，提高軍人的社會(huì)地位和物質(zhì)待遇，穩(wěn)定軍心，保證國(guó)家安全和社會(huì)穩(wěn)定。一直以來，國(guó)家十分重視對(duì)軍人這個(gè)特殊群體的社會(huì)保障問題，從國(guó)家建立之初開始，經(jīng)歷了數(shù)十年的不斷發(fā)展和完善，基本形成了內(nèi)容比較豐富的相對(duì)獨(dú)立的中國(guó)軍人社會(huì)保障體系。隨著中國(guó)經(jīng)濟(jì)社會(huì)的不斷發(fā)展進(jìn)步，中國(guó)軍人的社會(huì)保障在實(shí)際的運(yùn)行當(dāng)中，也出現(xiàn)了一些新的矛盾和問題。主要表現(xiàn)在以下幾個(gè)方面：一是軍人社會(huì)保障的非連續(xù)性；二是軍人社會(huì)保障的滯后性；三是軍人社會(huì)保障缺乏社會(huì)性；四是軍人社會(huì)保障管理主體多元性。軍人的社會(huì)保障是由特定的社會(huì)需求決定的，建立切合實(shí)際的軍人社會(huì)保障制度，是穩(wěn)定軍心、增強(qiáng)軍隊(duì)凝聚力和戰(zhàn)斗力以及確保國(guó)家安全和發(fā)展的行之有效的措施。本文從對(duì)中國(guó)軍人社會(huì)保障歷史沿革的分析著手，對(duì)比國(guó)外軍人保障體系建設(shè)的現(xiàn)狀，結(jié)合中國(guó)經(jīng)濟(jì)發(fā)展的特殊國(guó)情，，分析了構(gòu)建軍地一體化社會(huì)保障體系的現(xiàn)實(shí)意義，并在借鑒美國(guó)和俄羅斯國(guó)家軍人社會(huì)保障體系的設(shè)計(jì)經(jīng)驗(yàn)和結(jié)合我國(guó)多年來軍人社會(huì)保障實(shí)踐的基礎(chǔ)上，提出了構(gòu)建軍地一體化社會(huì)保障體系的基本結(jié)構(gòu)模型。
[Abstract]:Military social security is an economic security plan, social policy and economic system implemented by the state through legislation. Its purpose is to put the interests of servicemen under the double guarantee of the state and society, so as to protect the legitimate rights and interests of servicemen, improve the social status and material treatment of servicemen, stabilize the military heart, and guarantee the national security and social stability. All along, the state has attached great importance to the issue of social security for this special group of servicemen. From the beginning of the establishment of the country, it has undergone decades of continuous development and improvement. Basically formed the relatively rich content of the relatively independent Chinese military social security system. With the continuous development and progress of China's economy and society, there are some new contradictions and problems in the actual operation of Chinese servicemen's social security. The main manifestations are as follows: one is the discontinuity of the military social security; the other is the lag of the military social security; the third is the lack of sociality of the serviceman's social security; the fourth is the pluralism of the main body of the military social security management. The social security of servicemen is determined by specific social needs. The establishment of a realistic social security system for servicemen is an effective measure to stabilize the military mind, enhance the cohesion and combat effectiveness of the army, and ensure the security and development of the country. Based on the analysis of the historical evolution of China's military social security, this paper compares the current situation of foreign military security system construction, and analyzes the practical significance of constructing the military-land integration social security system in the light of the special national conditions of China's economic development. On the basis of the design experience of American and Russian military social security system and the practice of military social security in our country for many years, this paper puts forward the basic structure model of constructing military and regional integration social security system.
