【摘要】：隨著社會的發(fā)展和進步,社會保障體系不斷健全和完善,其中社會保險作為社會保障的核心更是得到了更多的關注和發(fā)展,工傷保險作為社會保險的一個重要組成部分,是本文研究的重點。工傷保險的定義在《工傷保險條例》中是這樣規(guī)定的,它是一種制度,是對于因公工傷或工亡勞動者及其直系親屬的一種撫恤和物質上進行幫助的制度。正是因為其保證的是勞動者的利益,因此任何國家,不論其國家性質,也不管其發(fā)達程度,更不用說它們在背景上的不同,不管是經濟方面還是社會和政治方面,都需要完善的工傷制度來保護勞動者的權益以便使國家得到發(fā)展。與此同時,伴隨著計算機技術與網絡信息技術的日新月異的發(fā)展,我國信息化進程也在不斷推進,特別是工傷利用先進的計算機技術更好的實現(xiàn)工傷保險管理中各個環(huán)節(jié)和各種業(yè)務,能極大程度的提高工傷保險管理的效率。因此,工傷保險作為社會保險的重要組成部分,無論是工傷保險的政策法規(guī)還是工傷保險信息化的建設都應該在上述前提之下進行。本文正是介紹按照相關法律法規(guī)以及標準并通過先進的計算機技術實現(xiàn)工傷保險信息管理系統(tǒng)。在系統(tǒng)的具體實現(xiàn)方面則采用當下較為流行的技術,前臺采用功能強大PB(Power Buuilder),中間層代碼采用JAVA語言實現(xiàn),后臺數(shù)據(jù)庫則采用大型關系型數(shù)據(jù)庫Oracle作為支撐。整個工傷保險信息管理系統(tǒng)實現(xiàn)的業(yè)務都是基于《工傷保險條例》的要求和規(guī)定,同時系統(tǒng)按照“金保工程”關于社保信息系統(tǒng)建設的要求和標準進行實現(xiàn)系統(tǒng),并采用“核心平臺二版”作為系統(tǒng)搭建的框架支持。根據(jù)前期對工傷保險法律法規(guī)及相關技術標準的了解和學習,在系統(tǒng)建設前期對系統(tǒng)的需求做了詳細的調研和分析,同時參考相似相同的建設和使用情況,結合實際使用用戶和環(huán)境,我們將整個工傷保險信息管理系統(tǒng)實現(xiàn)了工傷保險管理五大塊的內容,主要包括檔案管理、繳費管理、待遇管理、基金管理和系統(tǒng)管。這五大塊的內容涵蓋了工傷保險信息管理系統(tǒng)從檔案信息管理到基金征繳再到待遇結算等業(yè)務方面的要求同時也實現(xiàn)了系統(tǒng)維護方面的要求,盡管如此,系統(tǒng)還錯在諸多不足之處,希望在以后的工作和學習中不斷改正和提升,為工傷保險的管理提高更好的支持。
[Abstract]:With the development and progress of society, the social security system has been continuously improved and perfected, and social insurance, as the core of social security, has been paid more attention and developed. As an important part of social insurance, industrial injury insurance is an important part of social insurance. This paper is the focus of research. The definition of industrial injury insurance is stipulated in the regulations on Industrial injury Insurance. It is a system of pension and material assistance for work-related workers and their immediate family members as a result of work-related injury or death. It is precisely because it guarantees the interests of workers that any country, regardless of its national nature or its level of development, not to mention its differences in context, be it economic or social and political, All need perfect industrial injury system to protect the rights and interests of workers in order to make the country develop. At the same time, with the rapid development of computer technology and network information technology, the process of informatization in our country is constantly advancing. Especially, industrial injury can improve the efficiency of industrial injury insurance management to a great extent by making use of advanced computer technology to realize each link and all kinds of business in industrial injury insurance management. Therefore, industrial injury insurance as an important part of social insurance, whether the policies and regulations of industrial injury insurance or the construction of industrial injury insurance information should be carried out under the above premise. This paper introduces the information management system of industrial injury insurance through advanced computer technology in accordance with the relevant laws and regulations and standards. In the specific implementation of the system, the current popular technology is used, the foreground uses powerful PB (Power Buuilder), intermediate layer code using Java language, and the background database is supported by large-scale relational database Oracle. The business of the whole industrial injury insurance information management system is based on the requirements and regulations of the regulations on Industrial injury Insurance. At the same time, the system is implemented in accordance with the requirements and standards of the "Golden Insurance Project" on the construction of the social security information system. And use the "core platform version 2" as the system to build the framework support. According to the understanding and study of the laws and regulations of industrial injury insurance and related technical standards in the early stage of the construction of the system, the requirements of the system were investigated and analyzed in detail, and at the same time, reference was made to the similar construction and use of the same situation. Combined with the actual use of users and environment, we have realized the whole industrial injury insurance information management system, which includes file management, payment management, treatment management, fund management and system management, mainly including file management, payment management, treatment management, fund management and system management. The contents of these five blocks cover the business requirements of the industrial injury insurance information management system from file information management to fund collection and payment to settlement of treatment, and also achieve the requirements of system maintenance, even so, The system is also wrong in many shortcomings, hope to continue to correct and improve in the future work and study, for the management of industrial injury insurance to improve better support.
