【摘要】：十八大報(bào)告的亮點(diǎn)之一在于要從根本上解決三農(nóng)問(wèn)題,全面建成小康社會(huì)。放眼于改革開放的三十多年里,我國(guó)經(jīng)濟(jì)力量顯著提升,廣大人民群眾生活水平逐步改善,伴隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的飛速前進(jìn),城鎮(zhèn)化速度加快,接踵而來(lái)的是城鄉(xiāng)二元分化、出現(xiàn)貧富差距擴(kuò)大化等社會(huì)不良現(xiàn)象,這在一定程度上極大地影響農(nóng)村貧困人口的生產(chǎn)積極性,還會(huì)在一定范圍內(nèi)影響到人民的安居樂(lè)業(yè),有礙于社會(huì)公平正義的前進(jìn)步伐。而在農(nóng)村,土地功能逐漸弱化、部分優(yōu)秀人才流失等制約著農(nóng)村經(jīng)濟(jì)的發(fā)展,也影響著農(nóng)村貧困人口最低生活保障的建設(shè)和發(fā)展。本文從農(nóng)村貧困人口低保制度著手,首先根據(jù)對(duì)社會(huì)救助的界定、貧困線的界定以及農(nóng)村最低生活保障的概念進(jìn)行了系統(tǒng)的梳理。在此基礎(chǔ)上,結(jié)合馬克思主義經(jīng)典作家關(guān)于社會(huì)保障的理論的探討,深度解讀關(guān)于農(nóng)村貧困人口低保制度的各項(xiàng)政策。第二部分,回顧我國(guó)農(nóng)村居民低保制度的發(fā)展背景和歷程,結(jié)合目前我國(guó)農(nóng)村貧困人口低保制度建設(shè)面對(duì)的現(xiàn)實(shí)狀況,具體總結(jié)了我國(guó)農(nóng)村貧困人口在低保運(yùn)行發(fā)展過(guò)程中出現(xiàn)的各種問(wèn)題。結(jié)合現(xiàn)狀和問(wèn)題探討出現(xiàn)以上問(wèn)題的原因。第三部分,根據(jù)前文農(nóng)村貧困人口低保制度運(yùn)行中出現(xiàn)的各種問(wèn)題的原因提出可以解決目前狀況的對(duì)策。第一,制定科學(xué)合理的標(biāo)準(zhǔn),提高農(nóng)村貧困人口低保保障水平;第二,保證低保資金充足,維持農(nóng)村貧困人口低保對(duì)象最基本物質(zhì)生活需求;第三,加快農(nóng)村貧困人口低保法制化建設(shè),讓農(nóng)村貧困人口低保制度順利進(jìn)行;第四,實(shí)現(xiàn)與其他制度銜接,綜合展現(xiàn)農(nóng)村貧困人口低保的保障效益;第五,發(fā)展農(nóng)村經(jīng)濟(jì),保證農(nóng)村貧困人口低保持續(xù)發(fā)展。
[Abstract]:One of the highlights of the report is to fundamentally solve the problem of agriculture, rural areas and farmers and build a well-off society in an all-round way. During the more than 30 years of reform and opening up, China's economic strength has improved significantly, and the living standards of the broad masses of the people have gradually improved. With the rapid progress of the socialist market economy, the pace of urbanization has accelerated. One after another is the dualistic division between urban and rural areas, the emergence of social evils such as the widening gap between the rich and the poor, which to a certain extent greatly affects the productive enthusiasm of the rural poor, and will also affect the people's well-being and well-being to a certain extent. It hinders the progress of social justice. But in the countryside, the land function gradually weakens, the part outstanding talented person drains the development of the rural economy, also affects the construction and the development of the minimum living security of the rural poor population. Based on the definition of social assistance, the definition of poverty line and the concept of minimum living security in rural areas, this paper begins with the system of minimum living security for the rural poor. On this basis, combined with the Marxist classical writers on social security theory, in-depth interpretation of the rural poor on the system of minimum security policies. The second part reviews the development background and course of the rural residents' minimum living allowance system in our country, combined with the reality of the construction of the rural poor people's minimum living allowance system in our country at present. This paper summarizes all kinds of problems of rural poor population in the process of low-guarantee operation and development. Combined with the current situation and problems to explore the reasons for the above problems. In the third part, according to the reasons of all kinds of problems in the operation of the rural poor people's minimum security system, the author puts forward some countermeasures to solve the present situation. First, we should formulate scientific and reasonable standards to improve the level of the minimum subsistence guarantee for the rural poor; second, we should ensure that the minimum living standard is sufficient to maintain the most basic material needs of the poor in rural areas. Third, accelerate the legal construction of rural poor people's minimum living standard, let the rural poor population's minimum living standard system proceed smoothly; fourth, realize the link with other systems, and comprehensively show the guarantee benefit of rural poor population's minimum living standard; Fifth, develop the rural economy to ensure the sustainable development of the rural poor.
