【摘要】：通過農(nóng)業(yè)規(guī)�；a(chǎn)業(yè)化經(jīng)營實(shí)現(xiàn)農(nóng)業(yè)潛在利潤是工商資本參與農(nóng)地流轉(zhuǎn)的主要?jiǎng)恿?工商資本進(jìn)入農(nóng)村土地市場參加農(nóng)業(yè)經(jīng)營,已成為一股新型農(nóng)業(yè)經(jīng)營力量。當(dāng)前工商資本進(jìn)入農(nóng)地流轉(zhuǎn)的主要形式有直接參與模式：反租倒包、收購上市的農(nóng)業(yè)企業(yè),間接參與模式：公司+農(nóng)戶、公司+中介+農(nóng)戶,但其進(jìn)入也面臨著很多阻礙,缺乏全面、規(guī)范的農(nóng)地流轉(zhuǎn)制度引導(dǎo),之前在家庭聯(lián)產(chǎn)承包責(zé)任制下,農(nóng)地經(jīng)營以自給自足為主,導(dǎo)致農(nóng)業(yè)經(jīng)營的軟、硬件基礎(chǔ)設(shè)施薄弱,以及農(nóng)地經(jīng)營較分散,工商資本進(jìn)入成本比較高等。工商資本進(jìn)入農(nóng)地流轉(zhuǎn),能促進(jìn)規(guī)模經(jīng)營,提高農(nóng)業(yè)的比較收益。但另一方面,工商資本的逐利性會帶來相應(yīng)的風(fēng)險(xiǎn),且工商資本參與農(nóng)地流轉(zhuǎn)的動(dòng)機(jī)各不相同,一些工商資本像打造農(nóng)業(yè)產(chǎn)業(yè)鏈,獲取高額收益,一些是在政府鼓勵(lì)下參與到其中,而有些是為了獲得高額的農(nóng)業(yè)補(bǔ)貼,由于目的各不相同,會導(dǎo)致“非糧化”、“非農(nóng)化”趨勢明顯,影響糧食安全戰(zhàn)略的實(shí)現(xiàn),失地農(nóng)民就業(yè)與權(quán)益的維護(hù)問題日益凸顯,這些都是急需解決的問題。論文選取浙江省工商資本參與農(nóng)地流轉(zhuǎn)的先行地區(qū),在分析紹興縣富盛鎮(zhèn)董溪村土地信托模式的同時(shí),用二元Logit模型進(jìn)行農(nóng)地流轉(zhuǎn)的影響因素分析,研究發(fā)現(xiàn)工資性收入占總收入的比重、戶主的受教育水平、家庭勞動(dòng)力數(shù)量、家庭總收入、家庭成員最高教育水平、家庭成員的健康狀況、金融機(jī)構(gòu)的距離對農(nóng)地流轉(zhuǎn)行為具有顯著的正向影響；是否擁有一定的社會資本對農(nóng)地流轉(zhuǎn)行為具有顯著的負(fù)向影響。在基于相關(guān)理論探討和浙江省案例的模型分析基礎(chǔ)上,提出一些相關(guān)完善、促進(jìn)工商資本參與農(nóng)地流轉(zhuǎn)的建議。政府應(yīng)加大在基礎(chǔ)設(shè)施、資金上對工商資本參與農(nóng)地流轉(zhuǎn)的扶持力度,同時(shí)也該引導(dǎo)、規(guī)范好農(nóng)地的用途。另一方面,應(yīng)完善相關(guān)失地農(nóng)民的社會保障制度。
[Abstract]:Through the scale of agriculture, realizing the potential profit of agriculture in industrialization is the main motive force for industrial and commercial capital to participate in the transfer of agricultural land. Industrial and commercial capital entering the rural land market to participate in agricultural management has become a new type of agricultural management force. At present, the main forms of industrial and commercial capital entering into agricultural land circulation are direct participation mode: anti-leasing, purchasing listed agricultural enterprises, indirect participation mode: corporate farmers, corporate intermediary farmers, but its entry is also faced with a lot of obstacles. In the absence of a comprehensive and standardized agricultural land transfer system, previously under the household contract responsibility system, agricultural land management was mainly self-sufficient, resulting in weak hardware and software infrastructure, and decentralized agricultural land management. The entry cost of industrial and commercial capital is relatively high. The industrial and commercial capital enters the farmland circulation, can promote the scale management, enhances the agricultural comparative income. However, on the other hand, the profit-driven nature of industrial and commercial capital will bring about corresponding risks, and the motives of industrial and commercial capital to participate in agricultural land circulation are different. Some industrial and commercial capital, like creating an agricultural industrial chain, obtains high profits. Some are encouraged by the Government to participate in it, while others are in order to obtain high agricultural subsidies, which can lead to "non-food" and "non-agricultural" trends, which affect the realization of food security strategies. The employment and rights and interests of land-lost farmers are increasingly prominent, these are urgent problems to be solved. This paper selects the leading area of Zhejiang Province industrial and commercial capital to participate in agricultural land transfer, analyzes the land trust mode of Dongxi Village in Fusheng Town, Shaoxing County, and analyzes the influencing factors of farmland transfer by using dual Logit model. The study found that the proportion of wage income to total income, the education level of the head of household, the number of family labor force, the total household income, the highest educational level of the family members, the health status of the family members, The distance of financial institutions has a significant positive impact on the behavior of agricultural land transfer; Whether has certain social capital has the significant negative influence to the farmland circulation behavior. Based on the analysis of relevant theories and the case of Zhejiang Province, some suggestions are put forward to improve the participation of industrial and commercial capital in farmland transfer. The government should strengthen the support for the industrial and commercial capital to participate in the agricultural land circulation in the infrastructure and capital, at the same time, it should guide and standardize the use of agricultural land. On the other hand, we should perfect the social security system of farmers who lost land.
