【摘要】：異地養(yǎng)老是適應(yīng)老齡化社會而產(chǎn)生的一種新型養(yǎng)老方式。政府治理異地養(yǎng)老緣起異地養(yǎng)老服務(wù)類屬公共服務(wù),而且異地養(yǎng)老能緩解因人口老齡化而加重的城市病和促進承接地經(jīng)濟發(fā)展。政府治理過程中理應(yīng)扮演提供者和監(jiān)督者,而非生產(chǎn)者。縱觀國外異地養(yǎng)老現(xiàn)狀,發(fā)現(xiàn)異地養(yǎng)老多具自發(fā)性,異地養(yǎng)老者通常是由經(jīng)濟發(fā)達地向欠發(fā)達地、物價水平高地向低地和環(huán)境氣候惡劣地向優(yōu)越地轉(zhuǎn)移,選擇異地養(yǎng)老目的地存有集中效應(yīng),承接地養(yǎng)老服務(wù)普遍優(yōu)質(zhì),沒有社保體制障礙以及養(yǎng)老文化束縛�；诖�,中國政府治理異地養(yǎng)老要尊重老年人自由抉擇,明確發(fā)展異地養(yǎng)老定位,推廣異地集中養(yǎng)老,提升養(yǎng)老服務(wù)質(zhì)量,解決社保體制障礙,牽引養(yǎng)老文化變遷。
[Abstract]:The aged in different places is a new type of old-age support which can adapt to the aging society. The government governs the endowment service in different places, which belongs to the public service, and it can alleviate the urban disease aggravated by the aging of the population and promote the economic development of the undertaking place. The process of government governance is supposed to be a provider and a supervisor, not a producer. Looking at the present situation of pension in foreign countries, it is found that the elderly in different places are spontaneous, that the elderly in different places are usually transferred from economically developed to underdeveloped areas, from high price level to low land and adverse environmental climate. There is a centralized effect in choosing the destination for the aged in different places. The pension service is generally of high quality and there are no barriers to social security system and the restriction of pension culture. Based on this, the Chinese government should respect the old people's free choice in governing the aged in different places, clearly develop the orientation of the aged in different places, popularize the centralized pension in different places, improve the quality of the service for the aged, solve the obstacles of the social security system, and draw the changes of the old-age culture.
