中國特色社會保障體系中的公平問題研究

【摘要】：社會保障體系的目標是最大限度的追求公平，在整個社會實現(xiàn)公平。因此，健全和完善社會保障體系，可以促進社會成員之間的和諧共處，并且有利于公平的實現(xiàn)。自我國改革開放以來，伴隨著市場經(jīng)濟的不斷形成與發(fā)展，社會保障體系雖已基本建立卻仍然很不完善，不能很好地發(fā)揮作用來維護整個社會的公平覆蓋范圍，因此必須將社會保障的制度進行優(yōu)化設計，并且通過立法途徑來提高社會保障的統(tǒng)籌層次，擴大社會保障覆蓋面，使我們國家的社會保障體系建設能夠加快速度，努力使社會保障體系能夠覆蓋城鄉(xiāng)居民，，使全體人民能夠共享社會發(fā)展成果。建設社會保障體系以及對其加強完善的前提條件是堅持保證公平。就目前來看，中國的社會保障體系存在一些問題，比如城鄉(xiāng)之間的社會保障的發(fā)展存在著不平衡性，農(nóng)村的社會保障發(fā)展的比較滯后，大多數(shù)的弱勢群體無法享受最基本的社會保障，而且在不同的地區(qū)和單位之間也存在著社會保障水平差距過大的現(xiàn)象。基于這些問題，本著堅持公平的原則，社會保障體系亟需改革和完善，優(yōu)化和完善社會保障的管理體制，可以將養(yǎng)老保險以及醫(yī)療保險作為主要方面著手，進一步的改善其他各種社會保險和福利水平,并且擴大社會保障的覆蓋面,建立以公平為主體的具有中國特色的社會保障體系。 首先對公平的定義和特征進行界定，對馬克思主義經(jīng)典作家關于公平的思想加以闡釋，以及中國共產(chǎn)黨領導集體對于馬克思主義公平思想的繼承和發(fā)展進行了梳理，從而為中國特色社會保障體系研究奠定了理論基礎；在此基礎上論述了中國特色社會保障體系的基本原則與主要功能，闡明了社會保障體系對于社會發(fā)展的意義以及與公平之間的聯(lián)系；接著剖析了在當前社會保障體系中存在的公平問題，并且深入分析存在這些公平問題的原因，諸如社會保障覆蓋范圍不平衡、社會保障管理體制不完善、社會保障法律體系不健全，以及政府職能在社會保障中的局限性；最后對如何建設以公平為主體的中國特色社會保障體系的途徑進行了探討：構建科學的社會保障體系，才有利于促進整個社會的公平，使廣大人民群眾的切實利益得到公平的保障。
[Abstract]:The goal of social security system is to pursue fairness to the maximum extent and to realize fairness in the whole society. Therefore, improving and perfecting the social security system can promote the harmonious coexistence among the members of the society, and is conducive to the realization of fairness. Since China's reform and opening up, with the continuous formation and development of the market economy, although the social security system has been basically established, it is still very imperfect, and can not play a good role to safeguard the fair coverage of the whole society. Therefore, we must optimize the design of the social security system, improve the overall level of social security through legislative channels, expand the coverage of social security, and speed up the construction of our country's social security system. Efforts will be made to enable the social security system to cover urban and rural residents and to enable all people to share in the fruits of social development. The prerequisite for the construction and improvement of social security system is to ensure fairness. At present, there are some problems in China's social security system. For example, the development of social security between urban and rural areas is uneven, and the development of social security in rural areas is lagging behind. Most vulnerable groups can not enjoy the most basic social security, and there is a phenomenon that the gap of social security level between different regions and units is too large. Based on these problems, in line with the principle of fairness, the social security system urgently needs to be reformed and improved, and the management system of social security can be optimized and perfected. The pension insurance and medical insurance can be taken as the main aspects. Further improve other kinds of social insurance and welfare level, and expand the coverage of social security, and establish a social security system with Chinese characteristics with equity as the main body. First of all, it defines the definition and characteristics of fairness, explains the Marxist classical writer's thought on fairness, and the CPC leadership group carding out the inheritance and development of Marxist fair thought. Therefore, it lays a theoretical foundation for the study of social security system with Chinese characteristics. On this basis, the basic principles and main functions of the social security system with Chinese characteristics are discussed, and the significance of the social security system to the social development and the relationship between the social security system and equity are expounded. Then it analyzes the equity problems existing in the current social security system, and deeply analyzes the reasons for these problems, such as the imbalance of the coverage of social security, the imperfect management system of social security. The legal system of social security is not perfect, and the limitation of government function in social security; Finally, the paper discusses how to construct the social security system with Chinese characteristics, which takes equity as the main body: only by constructing a scientific social security system, can we promote the fairness of the whole society. So that the practical interests of the broad masses of the people are fairly protected.
