【摘要】：供給側(cè)改革旨在調(diào)整經(jīng)濟(jì)結(jié)構(gòu),實(shí)現(xiàn)資源要素的最優(yōu)配置。本文運(yùn)用Malmquist指數(shù)動態(tài)分析方法,基于面板Tobit模型,從財政供給、財政需求及經(jīng)濟(jì)因素三個方面對中原城市群的財政支出效率進(jìn)行實(shí)證分析。研究結(jié)果表明,中原城市群財政支出效率整體水平較好,但各城市財政支出效率差異化明顯,鄭州市作為核心城市財政支出效率明顯高于其他城市,而技術(shù)水平衰退阻礙了中原城市群財政支出效率的提升。財政供給變量中,財政自給率、政府規(guī)模及人均生產(chǎn)總值對政府財政支出效率的影響為負(fù),人均預(yù)算內(nèi)財政收入系數(shù)顯著為正;財政需求變量中,人口、教育影響顯著為正,但負(fù)向的城市化水平使得城市病問題突出;經(jīng)濟(jì)因素中,GDP增速與政府財政支出效率負(fù)相關(guān),城市經(jīng)濟(jì)結(jié)構(gòu)不完善。因此,地方政府應(yīng)調(diào)整現(xiàn)有財政支出結(jié)構(gòu),在基礎(chǔ)設(shè)施、醫(yī)療、教育、衛(wèi)生、社會保障等方面制訂出明確的資金投入標(biāo)準(zhǔn),建立相應(yīng)的考核機(jī)制和可持續(xù)發(fā)展的財政體制。
[Abstract]:The purpose of supply-side reform is to adjust the economic structure and realize the optimal allocation of resource elements. Based on the panel Tobit model, this paper makes an empirical analysis of the fiscal expenditure efficiency of the Central Plains Urban agglomeration from three aspects: financial supply, financial demand and economic factors, using the Malmquist index dynamic analysis method. The results show that the overall level of fiscal expenditure efficiency of urban agglomeration in Central China is better, but the difference of financial expenditure efficiency of different cities is obvious. As a core city, Zhengzhou City is obviously more efficient than other cities. The decline of technology level hinders the improvement of fiscal expenditure efficiency of urban agglomeration in Central China. Among the financial supply variables, the financial self-sufficiency rate, the government size and the per capita GDP have negative effects on the efficiency of government fiscal expenditure, and the per capita budgetary revenue coefficient is significantly positive. Among the variables of financial demand, the effect of population and education is significantly positive, but the negative level of urbanization makes the problem of urban disease prominent. Among the economic factors, the growth rate of GDP is negatively correlated with the efficiency of government financial expenditure, and the urban economic structure is not perfect. Therefore, the local government should adjust the existing financial expenditure structure, formulate clear investment standards in infrastructure, medical treatment, education, health care, social security, and establish the corresponding assessment mechanism and the financial system of sustainable development.
