【摘要】：經(jīng)過20多年的努力,中國初步建構(gòu)成一個(gè)"廣覆蓋、多層次、保基本"的社會(huì)保障制度,呈現(xiàn)出"底線普惠"特點(diǎn),中國社會(huì)保障建設(shè)和發(fā)展進(jìn)入了社會(huì)治理和制度完善階段。但是,這個(gè)制度依然存在著碎片化、監(jiān)管不嚴(yán)、不完善、需求滿足不足、技術(shù)支持差等問題。如果不用社會(huì)治理的視角去推進(jìn)社會(huì)保障發(fā)展,社會(huì)保障的公平性、可持續(xù)性以及效率都難以保證。社會(huì)治理的前提在于,社會(huì)保障參與主體的責(zé)權(quán)利清晰和匹配。社會(huì)治理的關(guān)鍵在于向使用者和消費(fèi)者賦權(quán),推進(jìn)參與式服務(wù),政府與社會(huì)組織、企業(yè)和民眾構(gòu)建平等協(xié)商、合作共贏的伙伴關(guān)系。只有在社會(huì)治理中,通過制度上"去地方化"和行動(dòng)上"地方化",社會(huì)保障才能真正具備共濟(jì)、合作、團(tuán)結(jié)、互信和安全的功能。
[Abstract]:After more than 20 years' efforts, China has initially built up a social security system with "broad coverage, multi-level and basic protection", which shows the characteristics of "bottom-line universal benefit". The construction and development of social security in China has entered the stage of social governance and system improvement. However, there are still some problems in this system, such as fragmentation, imperfect supervision, insufficient demand, poor technical support and so on. It is difficult to guarantee the fairness, sustainability and efficiency of social security if the development of social security is not promoted from the perspective of social governance. The premise of social governance is that the responsibility and rights of social security participants are clear and matched. The key to social governance lies in empowering users and consumers, promoting participatory services, and building equal and win-win partnerships between governments and social organizations, businesses and people. Only in social governance, can social security have the functions of mutual aid, cooperation, solidarity, mutual trust and security through institutional "delocalization" and "localization" in action.
