【摘要】：改革開放以來,經(jīng)過30多年的建設(shè),中國農(nóng)村養(yǎng)老保障制度的內(nèi)容體系、結(jié)構(gòu)體系和層次體系取得了長足的發(fā)展,但是中國農(nóng)村養(yǎng)老保障制度的內(nèi)容、結(jié)構(gòu)和層次體系都還存在不完善的地方。因此,中國農(nóng)村養(yǎng)老保障制度體系的完善需要通過已有制度的優(yōu)化和新制度的建立、部分制度的局部調(diào)整和相關(guān)制度的逐步整合,國家、社會(huì)和個(gè)人三方責(zé)任的合理劃分及其責(zé)權(quán)關(guān)系的協(xié)調(diào)來實(shí)現(xiàn)。
[Abstract]:Since the reform and opening up, after more than 30 years of construction, China's rural old-age security system content system, structural system and hierarchy system has made considerable progress, but China's rural old-age security system content, The structure and hierarchy are still imperfect. Therefore, the perfection of the rural old-age security system in China needs to be improved through the optimization of the existing system and the establishment of the new system, the partial adjustment of some systems and the gradual integration of the related systems. The rational division of social and individual responsibilities and the coordination of the relationship between responsibility and power.
