【摘要】：1991年,為了推動(dòng)住房改革的進(jìn)程,我國(guó)借鑒新加坡中央住房公積金制度的先進(jìn)經(jīng)驗(yàn),首次建立了住房公積金制度,住房公積金建立以來(lái),為保障我國(guó)居民的住房問(wèn)題作出了巨大貢獻(xiàn)。隨著時(shí)代的發(fā)展,住房公積金制度出現(xiàn)了缺陷和漏洞,并在實(shí)際操作中逐步暴露出來(lái),引發(fā)了民眾的不信任情緒。本文從我國(guó)住房公積金制度的歷史沿革和發(fā)展現(xiàn)狀出發(fā),對(duì)其發(fā)展情況進(jìn)行了全面的梳理,進(jìn)而發(fā)掘出了我國(guó)住房公積金制度在繳存、貸款、增值和提取等環(huán)節(jié)的缺陷。此后,筆者對(duì)上述缺陷進(jìn)行了重點(diǎn)研究,并在此基礎(chǔ)上提出了解決方案和改革對(duì)策。通過(guò)對(duì)住房公積金制度功能的定位,繳存機(jī)制的設(shè)計(jì),權(quán)責(zé)機(jī)制的構(gòu)建,業(yè)務(wù)發(fā)展的簡(jiǎn)化和產(chǎn)權(quán)歸屬的明晰,對(duì)其缺陷進(jìn)行糾正和完善。本文在時(shí)代發(fā)展轉(zhuǎn)換的背景下,以辯證的眼光審視我國(guó)住房公積金制度的發(fā)展,研究和分析符合時(shí)代發(fā)展特點(diǎn),具有一定的參考價(jià)值。
[Abstract]:In 1991, in order to promote the process of housing reform, China first established the housing provident fund system for the first time, drawing on the advanced experience of the central housing provident fund system in Singapore. Since the establishment of the housing provident fund, In order to protect the housing problem of Chinese residents made a great contribution. With the development of the times, the housing accumulation fund system has appeared defects and loopholes, and gradually exposed in the actual operation, causing the people's distrust. Based on the historical evolution and present situation of the housing accumulation fund system in China, this paper makes a comprehensive analysis of its development, and finds out the defects of the housing accumulation fund system in the aspects of deposit, loan, value-added and extraction. Thereafter, the author focuses on the above-mentioned defects, and puts forward the solutions and reform countermeasures on this basis. Through the positioning of the function of the housing accumulation fund system, the design of the deposit mechanism, the construction of the power and responsibility mechanism, the simplification of the business development and the clarity of the ownership of the property right, the defects of the system are corrected and perfected. Under the background of the development and transformation of the times, this paper examines the development of the housing accumulation fund system in our country from a dialectical perspective, and studies and analyses it in accordance with the characteristics of the development of the times, which is of certain reference value.
