【摘要】：2016年,遼寧省政府出臺的《關(guān)于化解房地產(chǎn)庫存的若干意見》中的措施鼓勵農(nóng)民進城購房,積極探索農(nóng)民宅基地自愿有償退出和土地增值收益合理分配機制以及相應(yīng)的社會保障措施。本文從農(nóng)村宅基地置換的定義入手,分析了遼寧省農(nóng)村宅基地可置換的原因,最后通過梳理近八年來兄弟省市的經(jīng)驗和政策,從根據(jù)各市、鄉(xiāng)、村的具體情況分別制定辦法、拓寬政府融資力度以及全面保障農(nóng)民權(quán)益三方面提出在遼寧省實施農(nóng)村宅基地自愿置換城鎮(zhèn)住房的建議。
[Abstract]:In 2016, the Liaoning Provincial Government introduced measures to encourage farmers to go into the city to buy their houses. To explore the reasonable distribution mechanism of peasants' homestead voluntary paid withdrawal and land value-added income, as well as the corresponding social security measures. Starting with the definition of rural homestead replacement, this paper analyzes the reasons why rural homestead can be replaced in Liaoning Province. Finally, through combing the experiences and policies of brother provinces and cities in the past eight years, according to the specific conditions of each city, township and village, the author formulates the methods separately. In order to widen government financing and protect farmers' rights and interests, this paper puts forward some suggestions on the voluntary replacement of urban housing on rural homestead in Liaoning Province.
