【摘要】：政策制定是制度建立、優(yōu)化、發(fā)展的起始環(huán)節(jié),制度的生命在于執(zhí)行,政府執(zhí)行力直接關(guān)乎政策的有效性以及制度的可操作性。農(nóng)村養(yǎng)老保障政策的制定,將直接影響我國(guó)億萬(wàn)農(nóng)民的社會(huì)保障水平。同時(shí)也將檢驗(yàn)政府在解決"三農(nóng)"問(wèn)題上的能力。本文將主要分析政府執(zhí)行力在新型農(nóng)村養(yǎng)老保障實(shí)施中的作用。
[Abstract]:Policy making is the initial link of institution establishment, optimization and development. The life of institution lies in execution. The executive power of government is directly related to the effectiveness of policy and the maneuverability of system. The formulation of rural old-age security policy will directly affect the social security level of hundreds of millions of farmers in China. It will also test the government's ability to solve the problem of agriculture, countryside and farmers. This paper will mainly analyze the role of government executive power in the implementation of new rural old-age security.
