【摘要】：養(yǎng)老保障安置是四川省為緩解移民安置壓力創(chuàng)新的一種水利水電工程移民安置方式。其經(jīng)過(guò)近10年的運(yùn)行和實(shí)踐,已逐漸顯露其弊端和不足。在不同行業(yè)征地和安置政策的逐步融合與銜接已成為一種發(fā)展趨勢(shì)的大背景下,在分析現(xiàn)行水電移民養(yǎng)老保障政策和其他行業(yè)被征地農(nóng)民社會(huì)保障政策的基礎(chǔ)上,提出將水電移民養(yǎng)老保障政策與社會(huì)養(yǎng)老保險(xiǎn)政策進(jìn)行有機(jī)銜接,建立水電移民養(yǎng)老保險(xiǎn)安置政策,納入社會(huì)保障體系,并分析其利弊,為下一步兩項(xiàng)政策的逐步并軌提供理論支撐。
[Abstract]:The old-age security resettlement is an innovative resettlement method for water conservancy and hydropower projects in Sichuan province. After nearly 10 years of operation and practice, it has gradually revealed its shortcomings and shortcomings. Under the background that the gradual amalgamation and convergence of land requisition and resettlement policies in different industries has become a trend of development, on the basis of analyzing the current social security policies of hydropower migrants and farmers in other industries, It is proposed that the social endowment insurance policy and the social endowment insurance policy should be organically linked, and the social security system should be incorporated into the social security system, and the advantages and disadvantages of the social security system should be analyzed. For the next two policies to provide theoretical support for the gradual integration of the track.
