【摘要】：新中國成立以來,伴隨著整個社會經(jīng)濟(jì)體制的發(fā)展變遷,中國機關(guān)事業(yè)單位養(yǎng)老保障制度也在不斷地改革變遷中。社會主義市場經(jīng)濟(jì)體制的建立和不斷完善,要求中國建立與其相適應(yīng)的社會保障體系。2015年初頒布的機關(guān)事業(yè)單位工作人員養(yǎng)老保險制度改革方案,展現(xiàn)出和國際趨勢相一致的改革思路。除時機關(guān)事業(yè)單位本身的影響之外,從整個養(yǎng)老保障體系角度看,這次改革具有以下特點:一是從政策設(shè)計上,改革目標(biāo)是通過制度并軌重構(gòu)整個社會養(yǎng)老保障體系;二是對于職業(yè)年金制度,本次改革中提出了較明確的方案,養(yǎng)老保障體系第二支柱初見雛形。這一改革若能如期完成。有望為進(jìn)一步深化市場化改革以及實現(xiàn)新常態(tài)下的經(jīng)濟(jì)轉(zhuǎn)型提供關(guān)鍵突破口。
[Abstract]:Since the founding of the people's Republic of China, with the development of the whole social and economic system, the old-age security system of China's organs and institutions has been constantly changing. The establishment and continuous improvement of the socialist market economic system requires China to establish a suitable social security system. Showing the reform ideas consistent with the international trend. In addition to the influence of the government and institutions themselves, the reform has the following characteristics from the perspective of the whole old-age security system: first, from the policy design, the goal of the reform is to reconstruct the whole social old-age security system through the parallel system; Second, the occupational pension system, this reform put forward a more clear plan, the second pillar of the old-age security system is beginning to take shape. If the reform can be completed as scheduled. It is expected to provide a key breakthrough for further deepening market-oriented reform and realizing economic transformation under the new normal.
