【摘要】：社會(huì)救助也可稱為社會(huì)救濟(jì)，社會(huì)中的每個(gè)人都有獲得生存的權(quán)利，具有勞動(dòng)能力者可以通過就業(yè)來獲得收入并以維持生活，但無勞動(dòng)能力者或雖有勞動(dòng)能力但受客觀因素影響而失業(yè)者，卻無法獲得維持基本生活的收入，其生存權(quán)力得不到保障，同時(shí)也增加了社會(huì)不穩(wěn)定、不和諧因素，這就需要有國(guó)家提供的社會(huì)救助制度予以保障。政府有責(zé)任采取長(zhǎng)期性的社會(huì)救助，以保障救助對(duì)象在社會(huì)上生存。這種救助特指政府對(duì)居民給予物質(zhì)上的救助,這些居民指那些遭受了巨大的自然災(zāi)害、或者是無勞動(dòng)能力以及家庭的經(jīng)濟(jì)收入低于政府規(guī)定最低收入水平，政府給子這些居民最低的生活保障金讓這些居民可以維持在最低生活水平線上。自改革開放以來，我國(guó)的社會(huì)保障體系得到了不斷發(fā)展和完善,養(yǎng)老、失業(yè)保險(xiǎn)制度、下崗職工基本生活保障制度和城市居民最低生活保障制度，是構(gòu)成我國(guó)現(xiàn)實(shí)條件下有中國(guó)特色的社會(huì)保障制度。這三項(xiàng)制度完整的代表了我國(guó)的社會(huì)保障體系的各個(gè)方面。本文研究的就是下崗職工基本生活保障和城市居民最低生活保障信息系統(tǒng)的建設(shè)。 隨著我國(guó)社會(huì)保障體系的健全和完善，最低生活保障制度作為社會(huì)保障體系的一個(gè)重要組成部分，也越來越得到黨和政府的重視。而作為社會(huì)公共需要的一個(gè)重要組成部分低保救助制度是保障社會(huì)穩(wěn)定的一項(xiàng)最基本制度。完善低保救助體系，保證低保救助財(cái)政支出需要，對(duì)于深化經(jīng)濟(jì)體制改革，促進(jìn)社會(huì)穩(wěn)定和發(fā)展，改善人民群眾的生活質(zhì)量都有著非常重大的作用和意義。 “數(shù)字民政”應(yīng)用平臺(tái)是在建的民政信息系統(tǒng)，該系統(tǒng)通過構(gòu)建統(tǒng)一的業(yè)務(wù)處理平臺(tái)和集中的數(shù)據(jù)中心，實(shí)現(xiàn)民政系統(tǒng)內(nèi)部的信息共享、協(xié)同工作、決策支持、管理監(jiān)控和統(tǒng)計(jì)分析。本文研究的低保救助管理系統(tǒng)是“數(shù)字民政”中的一個(gè)子系統(tǒng)，也是最復(fù)雜、最重要的系統(tǒng)。設(shè)計(jì)這樣一個(gè)系統(tǒng)，能夠?qū)φ麄�(gè)省份的數(shù)據(jù)進(jìn)行一個(gè)集中化的管理，同時(shí)能夠方便相關(guān)人員更好的管理低保人員、提高相關(guān)政策的監(jiān)管力度，將在很大程度上杜絕騙保、人情保等這樣一個(gè)現(xiàn)象，也希望通過這樣一個(gè)系統(tǒng)的誕生能夠使得相關(guān)弱勢(shì)群體的利益得到保障，使之成為一件有意義的事。 迫切需要建立這樣一套管理系統(tǒng)，通過系統(tǒng)基層民政工作人員可以在網(wǎng)上完成低保對(duì)象的申請(qǐng)受理、初審，，批準(zhǔn)、資金發(fā)放、標(biāo)準(zhǔn)調(diào)整、待遇調(diào)整、享受對(duì)象調(diào)整等管理工作�？梢岳孟到y(tǒng)可以進(jìn)行在線數(shù)據(jù)分析，使各級(jí)民政部門的工作人員隨時(shí)掌握居民最低生活保障對(duì)象的動(dòng)態(tài)數(shù)據(jù)，掌握低保資金的來源和發(fā)放情況，通過數(shù)據(jù)統(tǒng)計(jì)與分析為民政主管單位提供科學(xué)的決策支持。 為了開發(fā)這樣一個(gè)系統(tǒng)，在本文中按照軟件工程開發(fā)方法原則，重點(diǎn)進(jìn)行了系統(tǒng)開發(fā)的可行性分析，對(duì)低收入家庭定義、城鄉(xiāng)低保救助業(yè)務(wù)辦理流程進(jìn)行梳理，在業(yè)務(wù)分析的基礎(chǔ)上分析了系統(tǒng)的功能需求，并進(jìn)行了系統(tǒng)的性能需求分析。完成了系統(tǒng)平臺(tái)總體框架設(shè)計(jì)，設(shè)計(jì)出了部署層級(jí)、系統(tǒng)總體架構(gòu)和網(wǎng)絡(luò)總體架構(gòu)，并選取系統(tǒng)的主要功能模塊進(jìn)行詳細(xì)設(shè)計(jì)描述。該低保救助管理系統(tǒng)以UAP為開發(fā)平臺(tái)，Oracle數(shù)據(jù)庫(kù)管理系統(tǒng)等進(jìn)行開發(fā)。作為開發(fā)工具平臺(tái)，UAP非常方便與操作系統(tǒng)、數(shù)據(jù)庫(kù)、Office等底層核心技術(shù)的調(diào)用與協(xié)作，通過屏蔽底層的復(fù)雜實(shí)現(xiàn)，提高企業(yè)應(yīng)用軟件的靈活性、可擴(kuò)展性和開放性。整個(gè)系統(tǒng)實(shí)現(xiàn)的各個(gè)重要功能包括：低保申報(bào)表存檔、受理、審批、救助金發(fā)放、報(bào)表統(tǒng)計(jì)與分析的全部業(yè)務(wù)等功能，整個(gè)系統(tǒng)可以很方便地、及時(shí)地、準(zhǔn)確地從數(shù)據(jù)庫(kù)中調(diào)用所需要的信息，方便系統(tǒng)的相關(guān)用戶使用。
[Abstract]:Social relief can also be called social relief. Everyone in society has the right to subsistence. Those who have the ability to work can obtain income and maintain their livelihood through employment, but those who have no ability to work or are unemployed due to objective factors can not obtain income to maintain their basic livelihood and their right to subsistence. It is the responsibility of the government to take long-term social assistance to ensure the survival of the relief object in society. This assistance refers to the material assistance provided by the government to the residents, who refer to those who have suffered. Since the reform and opening up, China's social security system has been continuously developed and improved, providing for the aged. The unemployment insurance system, the basic living security system for laid-off workers and the minimum living security system for urban residents constitute the social security system with Chinese characteristics under the realistic conditions in our country. With the improvement and perfection of the social security system in China, the minimum living security system, as an important part of the social security system, has been paid more and more attention by the Party and the government. It is of great significance to deepen the reform of the economic system, promote social stability and development, and improve the quality of life of the people to guarantee the financial expenditure of the basic security assistance.
The "Digital Civil Administration" application platform is a civil administration information system under construction. By constructing a unified business processing platform and a centralized data center, the system realizes information sharing, cooperative work, decision support, management, monitoring and statistical analysis within the civil administration system. Designing such a system can manage the data of the whole province in a centralized way, at the same time, it is convenient for the relevant personnel to better manage the low-security personnel, and improve the supervision of relevant policies, which will greatly eliminate the phenomenon of fraudulent insurance, human security and so on. It is hoped that the birth of such a system can guarantee the interests of the vulnerable groups concerned and make it a meaningful thing.
There is an urgent need to establish such a management system, through which grass-roots civil affairs staff can complete on-line applications for receiving, preliminary examination, approval, fund distribution, standard adjustment, treatment adjustment, enjoyment of object adjustment and other management work. The staff should keep abreast of the dynamic data of the minimum living allowance objects, the sources and distribution of the minimum living allowance funds, and provide scientific decision-making support for the competent civil administration units through data statistics and analysis.
In order to develop such a system, according to the principle of software engineering development method, this paper focuses on the feasibility analysis of the system development, combs the definition of low-income families, urban and rural low-income insurance relief business process, analyzes the functional requirements of the system on the basis of business analysis, and analyzes the performance requirements of the system. Completed the overall framework design of the system platform, designed the deployment level, system architecture and network architecture, and selected the main functional modules of the system for detailed design description. With the operation system, database, office and other underlying core technology calls and collaboration, by shielding the underlying complex implementation, improve the flexibility, scalability and openness of enterprise application software. Business functions, the entire system can be very convenient, timely and accurate from the database to call the required information, convenient for the relevant users of the system.
